Dogs are once again at the centre of Delhi’s politics. A row erupted on the first day of the Winter Session of the Parliament on Monday (December 1) as Congress MP Renuka Chowdhury brought a furry animal onto the premises.
The ruling Bharatiya Janata Party (BJP) rebuked the Rajya Sabha MP for the move. However, Chowdhury defended her actions, rejecting claims that it breached security or decorum.
What happened?
Renuka Chowdhury, a Rajya Sabha MP from Telangana, did not arrive alone in Parliament on Monday. She was accompanied by a dog, which she said was a stray she had rescued on her way.
According to the Congress leader, she came across the puppy while it was wandering on the road following a collision between a scooter and a car.
Fearing it would be hit by a vehicle, Chowdhury said she picked up the stray earlier in the day to take it to a veterinarian. The dog remained inside the car and was taken shortly after the car dropped off the Congress MP at the Parliament, as per ANI.
BJP lambasts Congress MP
Chowdhury faced the ruling party’s flak, as the BJP took objection to her bringing an animal inside the Parliament premises.
BJP MP Jagdambika Pal accused Chowdhury of indulging in a “tamasha” (theatrics). Calling for action against the Congress MP, he pointed out that Parliamentarians cannot bring anyone inside Parliament without proper documents.
“You are not serious about debating issues… you are making a joke of Parliament with such tamasha… She is a member of the House and should raise issues of public importance instead of indulging in such drama,” Pal said, as per PTI.
“She should be taken to task by the Chairman of the House,” he added, seeking action against her.
The BJP leader also pointed out that dogs or animals cannot be brought inside the Parliament premises.

View AllBJP spokesperson Shehzad Poonawala claimed that the Congress MP compared all her colleagues and parliamentary staff to a dog.
“Renuka Chaudhary has insulted Parliament and MPs. She brings a dog to Parliament, and when asked about it, she says that those who bite are inside. That means the Parliament, Parliamentary staff, and the MPs. They are dogs, in her opinion. She has in the past also insulted our jawans when she mocked Operation Mahadev and Operation Sindoor,” Poonawala was quoted as saying by NDTV.
Taking a dig at the Congress, he said the party is “finding new ways of doing drama and theatrics in the Parliament”. “This is a very big insult to Ambedkar ji’s Constitution. Renuka Chaudhary and Congress should apologise.”
What do the rules say?
No unauthorised person or item is allowed inside the Parliament premises. Pets are banned while security staff enforce the rule, as per News9.
Any item, material or animal that could compromise security or decorum cannot enter Lok Sabha or the Parliament premises.
Renuka Chowdhury defends move
Amid backlash, Chowdhury hit out at the ruling party, accusing the government of not liking animals. She also asserted that there was no law against rescuing a stray dog.
“Is there any law? I was on my way. A scooter collided with a car. This little puppy was wandering on the road. I thought it would get hit by the wheel. So I picked it up, put it in the car, came to Parliament, and sent it back. The car left, and so did the dog. So what’s the point of this discussion?” she was quoted as saying by ANI.
Sources close to the MP told PTI that her driver was supposed to take the canine to a veterinarian after dropping her off at Parliament.

“This government does not like animals. Animals don’t have a voice. It [dog] was in the car, so what is their problem? It is so small, does it look like it will bite? Those sitting inside Parliament bite, not dogs,” she told reporters when asked about the animal in her car.
Chowdhury, a self-professed dog lover, said she has adopted many stray indie dogs in the past.
