Russia is observing gradual but consistent progress in its peace negotiations with the United States over Ukraine, Foreign Ministry spokesperson Maria Zakharova said on Thursday.

“Regarding the talks aimed at resolving the Ukraine conflict, specifically in our negotiations with the United States, we are seeing slow yet steady advancement,” she stated.

Zakharova added that Western European powers were trying to torpedo the progress and suggested that the United States counter such moves.

On Thursday, Kremlin spokesperson Dmitry Peskov confirmed that Moscow is reviewing documents outlining Kyiv’s latest proposal to end the war in Ukraine.

The files were delivered to Moscow by President Vladimir Putin’s special envoy Kirill Dmitriev, who brought them from the United States, Peskov told reporters.

“We are analysing the plan Dmitriev handed to Putin. Communication with the Americans will continue according to the President’s instructions,” he said.

Peskov had earlier confirmed a meeting on Wednesday between Putin and Dmitriev, stating: “Based on the information received by our President, we will determine our positions and resume contacts through existing channels as soon as possible. The US is fully aware of the fundamental elements of Russia’s stance.”

The announcement followed Ukrainian President Volodymyr Zelenskyy’s unveiling on Wednesday of the latest version of a U.S.-backed draft plan to end the Russian invasion.

The 20-point proposal, agreed upon by U.S. and Ukrainian negotiators, notably removed immediate demands for Ukraine to withdraw from the Donetsk region and did not require Kyiv to recognise territories seized by Russian forces.
