Tihar jail was aware that Ram Singh was a high risk prisoner

Jail authorities were well aware that Ram Singh was a high risk prisoner and he could be attacked by other jail inmates. However, none of the paraphernalia required for the protection of such a high risk prisoner was arranged for by the jail authorities.
