Govt cant expect cooperation after flip flop before Budget 2013

There were several areas like the Goods and Services Tax and the Cash Transfers Scheme on which the government itself had no consensus. Therefore it cannot expect the opposition to cooperate when it itself is inconsistent on the issue.
