Union Budget 2025 LIVE: Sitharaman's budget aims to drive India's economic growth

The Union Budget for 2025 includes a noteworthy tax relief for the middle class. The income tax rebate under the new tax regime has been increased. This change guarantees that resident individuals with a total income of up to Rs 12,00,000 will not be required to pay any income tax.

Union Budget 2025 has something for everyone. From the middle class to farmers, the budget fulfils the aspirations of GYAN (Gareeb, Yuva, Anndata and Nari Shakti), Finance Minister Nirmala Sitharaman said on Saturday during her speech in Lok Sabha.

While presenting the budget in Lok Sabha, Sitharaman announced that there will be no income tax payable on income of up to Rs 12 lakh. The new income tax regime is structured to be more simplified and beneficial to the middle class, the finance minister noted.

Prime Minister Narendra Modi on Saturday hailed the Union Budget 2025, calling it a “people’s budget.”

“This budget is a force multiplier. It will increase savings, investments, consumption and growth,” the prime minister said.

On Trump tariff pressure, Sitharaman says 'Income tax rebates not offered with that in mind'

Finance Minister Nirmala Sitharaman on Saturday said that the changes and measures proposed in the Union Budget 2025 were a response to the needs of Indian citizens and had nothing to do with US President Donald Trump’s tariff threats.

When asked if the income tax rejig and changes in customs duty were proposed as a consequence of Trump’s tariff threats, Sitharaman said, “We responded to the voice of the people and therefore we have given this (income tax relief).”

‘Presumptive tax for NRIs a positive step towards offering certainty to foreign taxpayers’: PwC

Dwaraknath E. N., Partner at Price Waterhouse & Co LLP, said, “The Finance Bill has proposed some much-needed amendments towards ushering in greater tax certainty for non-residents. The introduction of a presumptive tax of 25% on non-residents providing services to Indian companies engaged in establishing or operating electronics manufacturing or connected facilities or in manufacturing electronic goods is a positive step towards offering certainty to foreign taxpayers while boosting domestic manufacturing in this sector. Additionally, the proposal to exclude activities that are confined to the purchase of goods for purposes of export from the definition of ‘significant economic presence’ is also a step toward greater certainty for non-residents.”

New Tax Regime 2025: FinMin expects all to shift to new tax regime 2025– should you do it?

The overall benefit for each income class under the new tax regime compared to the old one can be derived by summing up the benefit of rate/slab (column 4) and the rebate benefit (column 5).

For income classes up to Rs 12 lakh, the overall benefit is substantial due to the combined effect of lower tax rates and significant rebates. For instance, individuals earning Rs 8 lakh, Rs 9 lakh, and Rs 10 lakh will save Rs 30,000, Rs 40,000, and Rs 50,000, respectively, in taxes under the new regime.

The maximum total benefit of Rs 80,000 is at the Rs 12 lakh income level. Beyond Rs 12 lakh, while the rebate benefit is unavailable, individuals earning between Rs 13 lakh and Rs 25 lakh still experience savings ranging from Rs 25,000 to Rs 1,10,000, attributed solely to reduced tax rates.

This demonstrates that the new regime has been designed to incentivise taxpayers across all income categories, particularly those in the lower and middle-income brackets.

The new regime eliminates most deductions, such as for investments in ELSS, insurance, and house rent, in exchange for lower tax rates and rebates.

For those in the Rs 8 lakh to Rs 12 lakh range, the new regime is likely more advantageous due to the rebate benefits and lower effective taxes.

However, individuals with incomes exceeding Rs 13 lakh, especially those using multiple tax-saving instruments, should carefully assess their tax liability under both regimes.

If your deductions under the old regime exceed the benefits of reduced rates under the new regime, sticking to the old regime may be preferable.

However, experts suggest this is unlikely to be the case. “The gap between the tax payable under the new and old tax regimes is so vast that it effectively ends the old tax regime. The new tax regime is the most advantageous option for every taxpayer. For instance, a salaried taxpayer earning Rs. 25 lakhs annually will save Rs. 1.24 lakhs by choosing the new tax regime over the old one,” Naveen Wadhwa, Vice President, Taxmann said.

It’s advisable to consult a financial advisor to make an informed decision.

“The government’s continued push for affordable housing, coupled with the Rs 15,000 crore allocation under SWAMIH Fund 2, is a commendable step towards ensuring project completion and reviving stalled developments. Apollo Fashion Prez says incentives to leather industry to boost exports

Shiraz Askari, President, of Apollo Fashion International Limited said that “The government’s initiatives for the footwear and leather sectors are promising, but their success hinges on careful implementation. Exempting Basic Customs Duty (BCD) on Wet Blue leather and export duties on Crust Leather can reduce costs and drive export growth, but India needs strategic investments in infrastructure and technology to fully capitalise on this advantage. The goal of creating 22 lakh jobs is ambitious, yet to be impactful, we must focus on upskilling the workforce to meet global standards. As the market for non-leather footwear grows, India must align with global sustainability trends to remain competitive.”

Union Budget 2025 live updates: Disability rights groups criticise Union Budget for 'neglecting' disabled population

Disability rights organisations have voiced strong criticism of this year’s Union Budget, accusing the government of neglecting the needs of India’s disabled population.

Although there was a slight increase in the overall allocation for the Department of Empowerment of Persons with Disabilities (DEPwD), activists argue that it remains grossly inadequate.

The DEPwD received a total allocation of Rs 1,275 crore, which is seen as only a modest increase in funding.

The National Platform for the Rights of the Disabled (NPRD) expressed its “strong protest” against what it describes as the Modi government’s ongoing disregard for disabled citizens.

Budget 2025 tax slab: Beyond money, experts say Budget 2025's 'real win is behavioural'

“The 2025-26 Budget signals a long-overdue shift: tax reform that focuses on building trust. Push for a simpler system ensures that compliance feels fair, not like a game rigged in favor of those with better accountants. With no tax for incomes up to ₹12 lakh and clearer deductions, taxpayers will no longer be left wondering if they paid more than they had to. Extended returns filing window, simplification of TDS rates and increased TDS thresholds will all increase voluntary compliance. The real win is behavioral – clarity replaces confusion, and trust in the system grows. As global examples show, simplicity drives tax compliance, not just enforcement,” Vivek Agarwal, Global Policy Expert, Country Director, Tony Blair Institute for Global Change said.

Union Budget 2025 live updates: Key takeaways from Nirmala Sitharaman's statements on personal income tax reforms in her speech

* Personal Income- tax Reforms with special focus on middle class. Democracy, Demography and Demand are the key support pillars in our journey towards Viksit Bharat.
* The middle class provides strength for India’s growth. This government under the leadership of Prime Minister Modi has always believed in the admirable energy and ability of the middle class in nation building.
* In recognition of their contribution, we have periodically reduced their tax burden.
* Right after 2014, the ‘nil tax’ slab was raised to Rs 2.5 lakh, which was further raised to ` Rs 5 lakh in 2019 and to Rs 7 lakh in 2023.
* This is reflective of our government’s trust on the middle-class taxpayers.
* I am now happy to announce that there will be no income tax payable up to income of Rs 12 lakh (i.e. average income of Rs 1 lakh per month other than special rate income such as capital gains) under the new regime.
* This limit will be Rs 12.75 lakh for salaried tax payers, due to standard deduction of Rs 75,000.
* Slabs and rates are being changed across the board to benefit all taxpayers. The new structure will substantially reduce the taxes of the middle class and leave more money in their hands, boosting household consumption, savings and investment.

Budget 2025 live updates: The proposed tax cut is a boon for middle class, but what about the nation at large?

“The issue of reducing private consumption was looming large which could have wider ramifications if not addressed early. With that the government focused on providing disposable income and boost consumption. The highlight of this budget is clearly the reduction in the Income Tax burden on the middle-class which will bear no tax up to an income of INR 12 Lakh fundamentally increasing disposable incomes and boosting consumption,” said Shishir Baijal, Chairman and Managing Director, Knight Frank India.

“The easing of tax norms, particularly the exemption of income tax on earnings up to Rs 12 lakh, is a positive step. This move is expected to boost liquidity, enhance consumer spending, and stimulate demand, especially in the FMCG sector, which has been witnessing sluggish growth in recent quarters,” Indraneel Chitale, Managing Partner, Chitale Bandhu Mithaiwale said.

Congress takes a dig to Union Budget, says there were so many engines, budget was derailed

Taking a dig at the Centre over the Union Budget, the Congress on Saturday said while Finance Minister Nirmala Sitharaman spoke of four engines of development, the Budget was “completely derailed”.

In her Saturday budget speech, Sitharaman said agriculture, MSME, investments and exports are the four power engines of development.

Congress general secretary in-charge communications Jairam Ramesh said, “The FM spoke of 4 engines: Agriculture, MSMEs, Investment, and Exports. So many engines that the Budget has been completely derailed.” In another post, he said, “The BJP led by Arun Jaitley successfully sabotaged the Civil Liability for Nuclear Damage Act, 2010 that international companies wanted when Dr. Manmohan Singh was PM. Now to appease Mr. Trump, the FM announces that the Act will be amended.”

Union Budget 2025: Relief to cancer patients

  1. Addition of 36 life saving drugs to be added in list of drugs exempt from customs duty
  2. Full exemption and concessional duty for manufacturing life-saving cancer drug
  3. Daycare cancer centres to be developed in every district

Finance Minister Nirmala Sitharaman will deliver the Union Budget 2025 as part of Parliament’s Budget session, which started on January 31, 2025. The first portion of the budget session will conclude on February 13, 2025.

The middle class, regular people, women, and salaried taxpayers are all looking forward to Sitharaman’s Budget 2025 address in the hopes that it would bring about modifications to income tax rates and slabs.

Most tax experts expect improvements to the new income tax structure to encourage its adoption. Income tax reduction for the middle class would also serve the critical purpose of increasing consumption and hence promoting economic development.

The Economic Survey also predicted that India’s economic growth will decelerate in the following fiscal year, although it emphasised that India’s internal economic fundamentals remain strong.

According to the Economic Survey 2024-2025 document, “The fundamentals of the domestic economy remain robust, with a strong external account, calibrated fiscal consolidation and stable private consumption. We expect that the growth in FY26 would be between 6.3 and 6.8 per cent.”
