'Reservations in promotions for govt jobs will destroy governance'

Will the government’s plan to bring in reservations in promotions for jobs backfire? Or will it bring about more change?

While the government may be considering bringing in reservations for promotions in government jobs, according to TSR Subramanian, a former Cabinet secretary, this move could destroy governance.

“It will not only affect governance, it will destroy governance and institutions,” TSR Subramanian told CNN-IBN during a debate.

“You cannot under good administration distinguish between government servant and government servant on anything except seniority and merit. Any other consideration will destroy the system,” he added.

However, JNU professor Vivek Kumar argued that the ‘meritorious administration’ that some are trying to preserve, is actually not performing.

“We stand 127th in the World in the Human Development Index and this is supposedly to be very meritorious administration,” Kumar said.

Kumar also pointed out that out of 93 cabinet secretaries in Government of India none are from the Dalit community, while also in UP only one District Magistrate is from the Dalit community.

“93 secretaries in Government of India and not even one from Dalit community. Only one district judge in UP comes from Dalit community,” he said.
