Shiv Sena says doctors who succumbed to COVID-19 must be 'martyrs'

Shiv Sena MP Shrikant Eknath Shinde on Monday told the Lok Sabha that doctors who have succumbed to COVID-19 after contracting it on duty, "should be treated as 'martyrs'". He added his arguments in the debate on the Epidemic Diseases Amendment Bill on Monday.

BJP MPs hail Epidemic Diseases Bill

BJP MPs Sangeeta Kumari Singh Deo and Heena Gavit lauded the Centre for bringing the Epidemic Diseases Amendment Bill, 2020.

While Deo said that the Bill "seeks to restore the dignity and morale of healthcare workers",  Gavit added that "even though the medical fraternity worked relentlessly, they often became the target of violence and perceived as carriers of the disease."

Shiv Sena's Shrikant Eknath Shinde and JD(U) MP Kaushalendra Kumar participated in the debate on the Centre's Epidemic Diseases Amendment Bill, 2020 and supported the proposed legislation on Monday.

The Lower House took up the Epidemic Diseases (Amendment) Bill for debate on Monday. The bill has already been passed by the Rajya Sabha. "The proposed amendment extends protection to frontline workers, including healthcare professionals," The Hindu reported.

The Lok Sabha passed the Insolvency and Bankruptcy Code (Second Amendment) Bill, 2020 on Monday by voice vote.

Congress MP Adhir Ranjan Chowdhury withdrew his statutory resolutions to the bill before it was put to vote, and urged Finance Minister Nirmala Sitharaman to ensure the bills provisions are "implemented on-ground".

Finance Minister Nirmala Sitharaman on Monday said that the Insolvency and Bankruptcy Code (Second Amendment) Bill, 2020 has been brought in to provide "immediate relief" to companies.

"On the Bill, she says the ordinance brought on 5 June was a timely ordinance, which clearly suspended the application of three sections (7,9 and 10) of the Code," The Hindu reported, quoting her as saying, "We had to prevent any company, stressed because of COVID, from being pushed into insolvency".

"We did not want to hurt any other proceedings initiated before March 25 due to the reasons apart from those associated with the COVID-19 fallout," she added.

Congress remark comes after Opposition MPs in Lok Sabha raised questions on the manner in which the ordinances are being passed one after the other in the Parliament

The FCRA Bill proposes to enable the Centre to allow an NGO or association to surrender its FCRA certificate. Congress MP Anto Antony claimed that the Bill was brought to target minorities.

Lok Sabha will on Monday take up a bill to amend the Factoring Regulation Act that seeks to help micro, small and medium enterprises by providing additional avenues for getting credit facility.

Congress' Shaktisinh Gohil said 12 parties have sought time to meet the President, in connection with the farm Bills passed by Rajya Sabha without voting on Sunday. "The parties have requested the President to not give ascent to the Bills," he added.

Meanwhile, members of the Opposition gathered in the Parliament Complex against the suspension of eight Rajya Sabha MPs.

Speaking on the uproar in the House by Opposition MPs on Sunday over farm Bills, Rajya Sabha chairman Venkaiah Naidu said he is "pained to see what happened yesterday". He went on to dismiss the no-confidence motion against deputy chairman Harivansh Singh and ordered a week's suspension for Derek O Brien, Sanjay Singh, Raju Satav and five other MPs for unruly behaviour with the Chair.

A day after witnessing a furore over the passage of two contentious farm Bills, the Rajya Sabha will take up debate on the Essential Commodities (Amendment) Bill, 2020. Bills pertaining to taxation, finance and banking will also be moved for consideration and passage.

Additionally, The Companies (Amendment) Bill, 2020 and The Indian Institutes of Information Technology Laws (Amendment) Bill, 2020 are also in Monday's List of Business. Opposition MPs Derek O'Brien, Jairam Ramesh, Elamaram Kareem, KK Ragesh, among others are going to raise the issue of non-payment of GST dues to states.

After a session that went into the late hours of the night on Sunday, Lok Sabha will convene at 3 pm, with discussions on The Foreign Contribution (Regulation) Amendment Bill, 2020, The Insolvency and Bankruptcy Code (Second Amendment) Bill, 2020, The Epidemic Diseases (Amendment) Bill, 2020, The Homoeopathy Central Council (Amendment) Bill, 2020, The Indian Medicine Central Council (Amendment) Bill, 2020 and The Factoring Regulation (Amendment) Bill, 2020.

Due to the uproar in the Rajya Sabha over the passage of agriculture reform Bills despite Opposition's demand to adjourn the House and in ignorance of calls for voting by division, the Lok Sabha proceedings started at 4 pm. Lok Sabha Speaker Om Birla initiated the zero hour proceedings with the consent of all MPs and allowed all 88 members to raise matters of urgent public importance.
