New Delhi: Foreign ministers of G20 major economies will meet in the national capital on March 1 and 2 to deliberate on pressing global challenges amid escalating confrontation between Russia and the West over the Ukraine conflict that entered the second year this week. US Secretary of State Antony Blinken, Russian Foreign Minister Sergey Lavrov, France’s Catherine Colonna, Chinese Foreign Minister Qin Gang, Germany’s Annalena Baerbock and British Foreign Secretary James Cleverly are among those attending the India-hosted meeting. However, Japanese media reported that Japan’s foreign minister Yoshimasa Hayashi is unlikely to attend due to his “scheduling conflict” with the parliament session. Hayashi’s visit was seen as important in the backdrop of a plan to have a foreign ministerial meeting of the Quad countries on the sidelines of the G20 meeting. People familiar with the visits of the top G20 foreign ministers said External Affairs Minister S Jaishankar is likely to hold a series of bilateral talks on Wednesday including with his counterparts from Russia and China. The G20 foreign ministers meeting is taking place days after a gathering of finance ministers and the Central Bank Governors of the G20 member countries in Bengaluru failed to come out with a joint communique over sharp differences between the Western powers and Russia-China combine over the Ukraine conflict. European Union’s High Representative for Foreign Affairs Josep Borrell Fontelles, Italian Foreign Minister Antonio Tajan, Australia’s Penny Wong, Saudi Foreign Minister Prince Faisal bin Farhan, Indonesia’s Retno Marsudi and Argentine Foreign Minister Santiago Cafiero are also among those attending the G20 foreign ministers’ meeting. Ahead of Borrell’s visit, the EU said the High Representative will convey a strong message on Russia’s “blatant violation” of international law and the UN Charter, and its global consequences, in particular on energy and food insecurity. The 27-nation EU has been playing a key role in pushing punitive sanctions against Russia as well as to extend all possible support to Ukraine including military assistance. A number of foreign ministers of non-G20 countries including Sri Lanka and Bangladesh are also attending the meet following India’s invitation as guests. While the visiting dignitaries will be welcomed at a gala reception on March 1, the crucial deliberations on various challenges will be held on March 2 at the Rashtrapati Bhavan Cultural Centre (RBCC) at the Raisina Hills, people familiar with the agenda of the meeting said. The G20 foreign ministers’ meeting is expected to deliberate on multilateralism, food and energy security and development cooperation, counter-terrorism, new and emerging threats, global skill mapping and humanitarian assistance and disaster relief. The foreign ministers are also likely to discuss ways to deal with falling economic growth, increasing inflation, lower demands for goods and services as well as increasing prices of food, fuel and fertilisers. However, the major flashpoint between the West and the Russia-China combine is expected to be on the Ukraine conflict even as India is set to make all out efforts for a joint statement following the crucial meeting. Russia on Sunday alleged that the G20 finance ministers’ meeting in Bengaluru ended without a joint communique because of the “confrontational” approach towards Moscow by the “collective West” over the situation in Ukraine. The G20 meeting of finance ministers and Central Bank governors on Saturday was unable to come out with a joint communique following opposition by Russia and China on making any references to the war in Ukraine. A chair’s summary was issued by India at the end of the meeting in its capacity as the holder of the G20 presidency. The Russian foreign ministry, in a statement, referred to “the constructive role” of the Indian presidency and its efforts to have"fair consideration of interests and positions of all countries". “Our opponents, primarily the United States, the EU and the G7, continue their paranoid attempts to isolate Russia and shift the blame for the provoked problems in the area of international security and the global economy onto it,” it alleged. India has not yet condemned the Russian invasion and has been pushing for a resolution of the conflict through dialogue and diplomacy. Besides participating in the G20 meeting, a number of foreign ministers are set to take part in the Raisina Dialogue, India’s annual conference on geo-politics and geo-economics. The G20 or Group of 20 is an intergovernmental forum of the world’s major developed and developing economies. The members represent around 85 per cent of the global GDP, over 75 per cent of the global trade, and about two-thirds of the world population. Experts from India and abroad deliberated on leveraging technology for combating corruption in the public sector at an event organised during the first anti-corruption working group meeting of G20 nations that began here on Wednesday.
“In recent years, the role of information and communication technology (ICT) has been recognised globally for fighting corruption.
“Many countries are increasingly using ICT to increase efficiency, reducing corruption through promoting transparency, unmasking government data to public review/analysis, automating government processes, restricting the discretion of officials and restraining the need to interact with the gatekeepers/officials to access key services,” a statement issued by the Personnel Ministry said.

Blinken has ‘no plans’ to meet Russian, Chinese counterparts at Delhi meetings
U.S. Secretary of State Antony Blinken said on Wednesday that he has no plans to meet either the foreign ministers of Russia or of China during the Group of 20 (G20) meeting in New Delhi.
Blinken was on a brief tour of Kazakhstan and Uzbekistan and will head to the Indian capital for the G20 meeting, where Moscow’s invasion of Ukraine will be an important part of discussions.

‘BBC must comply with India’s laws,’ Jaishankar tells UK foreign secretary
British Foreign Secretary James Cleverly on Wednesday said that the issue of searches on BBC offices in India was raised with External Affairs Minister S Jaishankar during a bilateral meeting today.
Cleverly is currently in India to attend the G20 Foreign Ministers’ Meeting brought up the issue of the BBC tax searches during his meeting with Jaishankar, sources told ANI.
“He was firmly told that all entities operating in India must comply fully with relevant laws and regulations,” according to sources.

Jaishankar holds wide-ranging talks with Russian counterpart Lavrov
EAM S Jaishankar on Wednesday held wide-ranging discussions with his Russian counterpart Sergey Lavrov on bilateral cooperation, the Ukraine conflict and issues relating to G-20.
It is learnt that the Ukraine conflict figured in the talks.
Coinciding with Lavrov’s visit to India, the Russian foreign ministry said Moscow considers the G20 as a prestigious forum for the world’s leading economies where “balanced” and “consensus” decisions should be made in the interests of all.
The Russian foreign ministry said Moscow shares the relevance of India’s stated priorities such as ensuring inclusive and sustainable economic growth, accelerating progress towards the achievement of sustainable development goals, reforming multilateral institutions and digital modernisation.
“We support India’s effort to improve working mechanisms and create specialised processes to respond to natural disasters and launch start-ups. We are ready to make a significant contribution to making progress in all these areas,” it said.
“We aim to work together with our Indian colleagues to achieve the desired result, showing the greatest possible flexibility. At the same time, we will firmly defend Russia’s fundamental interests and an international world order based on the central role of the UN and international law,” the Russian foreign ministry said. Ukraine war set to divide as India hosts G20 foreign ministers
Top US diplomat Antony Blinken was due in New Delhi on Wednesday alongside Russia’s Sergei Lavrov for a G20 meeting, with Ukraine and tensions with China set to overshadow attempts by host India to forge unity among the world’s top economies.
A meeting was seen as unlikely between the two men, who have not been in the same room since a G20 meeting in Bali in July when, according to Western officials, the Russian foreign minister walked out.
They last met individually in January 2022, weeks before Russia invaded Ukraine. They have spoken by phone since but about other issues and not the war.
Lavrov arrived late Tuesday in India, according to the Russian foreign ministry. Western countries want to “take revenge for the inevitable disappearance of the levers of dominance from its hands”, the ministry’s English-language statement said.
“The destructive policy of the US and its allies has already put the world on the brink of a disaster, provoked a rollback in socio-economic development and seriously aggravated the situation of the poorest countries,” it added. (AFP)

G20 Foreign Ministers’ Meeting ‘one of the largest gatherings’ under India’s Presidency
The G20 Foreign Ministers Meeting (FMM), which is scheduled to take place in physical format from March 1-2, 2023 in New Delhi under India’s Presidency is “one of the largest gatherings of foreign ministers hosted by any G20 Presidency.”
In a special briefing by Foreign Secretary Vinay Kwatra on G20 Foreign Ministers’ Meeting, he said, “It is one of the largest gatherings of foreign ministers hosted by any G20 Presidency.”
The venue of G20 FMM is Rashtrapati Bhavan Cultural Center. Overall 40 delegations — Argentina, Australia, Brazil, Canada, China, European Union, France, Germany, India as host, Indonesia both as immediate past president and ASEAN chair, Italy, Japan, Mexico, South Korea, Russia, Saudi Arabia, South Africa, Turkey, UK, US (all G20 member countries) — are expected to participate in the meeting.
Among the 9 guest countries participating at the level of FMs are Bangladesh, Egypt, Mauritius, Netherlands, Nigeria, Oman, Singapore, Spain and the UAE.
“Besides the participation of these countries which I said comprising of over 40 delegations, this would also include 13 international organisations. Surely, this is one of the largest gatherings of the FMs hosted by any G20 Presidency that we would privilege to host,” said Kwatra.
G20 Foreign Ministers’ Meeting, under India’s ongoing G20 Presidency, will be held on Thursday (March 2) but it will kick off on Wednesday night with a gala dinner.
“It will be under the chairmanship of our External Affairs Minister, S Jaishankar. This would be the second ministerial meeting being held under our Presidency.
The first ministerial meeting has just concluded in Bengaluru, which was of the Finance Ministers and Central Bank Governors’ meeting,” said Kwatra.
During the Foreign Ministers’ meeting on Thursday, the EAM will be chairing two sessions of the foreign ministries meeting. (ANI)

UK Foreign Secretary to launch young professionals’ scheme
UK Foreign Secretary James Cleverly is set to launch a new exchange scheme for young British and Indian professionals to live and work in the two countries.
The foreign secretary will also announce that the UK is to appoint a Tech Envoy to the Indo-Pacific region. This envoy is the second of its kind to be announced by the UK (after the appointment of a Tech Envoy to the US in late 2020) and it demonstrates its commitment to the region and tech-diplomacy.
The new Tech Envoy role will boost the UK’s status as a science and tech superpower while working with its partners in the region in areas of shared interest, including setting global technology standards and helping to solve challenges through innovative technology.
Also, on Wednesday, the UK Foreign Secretary will meet his Indian counterpart, External Affairs Minister S Jaishankar. The statement said they are expected to discuss progress on the UK-India 2030 Roadmap, which aims to bolster the two countries’ ties in defence and security, trade and investment. (ANI)
