Tamil Nadu Chief Minister K Palaniswami on Saturday ordered extension of COVID-19 financial assistance of Rs 2,000 to all hairdressers irrespective of whether they were membersof a State board for their welfare or not. Uttar Pradesh records highest single-day spike with 203 new cases 

 As many as 203 fresh cases have been reported in Uttar Pradesh in the past 24 hours taking the total tally to 4,258, reports News18.The new cases have been reported in Merrut, Rampur and Saharanpur districts. Nine COVID-19 patients died, pushing the toll from the disease to 104.

More than 4.56 million people have been reported to have been infected by the novel coronavirus globally and 3,06,221 have died, according to a Reuters tally. Infections have been reported in more than 210 countries and territories since the first cases were identified in China in December 2019.

Coronavirus Outbreak in Delhi latest updates

Two more cops test positive for viral infection

An assistant commissioner of police and a station house officer have tested positive for coronavirus in southeast Delhi, officials said on Saturday.  Seventeen policemen who were in contact with the ACP and the SHO have been quarantined, a senior police officer said, adding that further contact tracing is underway.  Nearly 180 Delhi Police personnel have tested positive for coronavirus so far, of them 78 have recovered.

Railways operates 1,150 Shramik trains; UP allows the most migrants to return

The Indian Railways has operated 1,150 Shramik Special trains since 1 May, ferrying more than 15 lakh workers, it said on Saturday.On Friday, the Railways said it had received more than 1,000 approvals from states in the last 15 days to ferry migrants home, with most workers being received by Uttar Pradesh, followed by Bihar. Railway Minister Piyush Goyal hailed the active participation of UP and Bihar in processing trains for their migrants, saying 80 percent of the labour trains are terminating in these two states.  During the last three days, more than 2 lakh persons have been transported per day. In days to come, it is expected to be scaled up to 3 lakh passengers per day, the Railways said.

Out of the trains which have terminated so far, the maximum has been in Uttar Pradesh (387). Uttar Pradesh has given approval for 526 trains, followed by Bihar for 269 trains, and Madhya Pradesh for 81 trains. The number stands at 50 for Jharkhand, 52 for Odisha, 23 for Rajasthan and 9 for West Bengal, the data showed.

Singapore reports 465 new infections

Singapore registered 465 new coronavirus infections, its health ministry said on Saturday, taking the city-state’s total to 27,356 cases. The vast majority of the newly infected people are migrant workers living in dormitories, the health ministry said in a statement. Four are permanent residents. Singapore also reported one more death, bringing the virus-related death toll in the island nation to 22 .

Coronavirus Outbreak in Telangana latest update

Cases in Telangana up by 55

Telangana on Saturday reported 55 new cases, of which 44 were from Hyderabad, pushing the state total to 1,509. Coronavirus Outbreak in Punjab latest update

Over 400 discharged in Punjab; 14 more test positive

Over 400 coronavirus patients were discharged from different hospitals after recovering from the disease in Punjab on Saturday, PTI quotes officials as saying With the discharge of 444 patients, the total number of cured patients reached 1,257, as per the medical bulletin. They were discharged from various hospitals in Punjab, as per the bulletin. On Friday, 508 patients were discharged in the state. The state government is now following the Centre’s revised discharge guidelines, which states that people infected with coronavirus having very mild, mild and pre-symptomatic cases can be discharged after 10 days of symptom onset and no fever for three days and no test for COVID-19 required before discharge.

With more number of patients recovering from COVID-19, the total active cases now stood at 657 in Punjab, as per the bulletin. Meanwhile, 14 more persons contracted the infection in the state, pushing the total COVID-19 count to 1,946 in Punjab, as per the bulletin. Five fresh coronavirus cases were reported in Kapurthala, three each in Ludhiana and Faridkot, two in Jalandhar and one in Rupnagar, according to the bulletin.Amritsar continued to top the COVID-19 tally in the state with 301 coronavirus cases, followed by 207 in Jalandhar, 154 in Tarn Taran, 139 in Ludhiana, 122 in Gurdaspur, 103 in SBS Nagar, 102 in Mohali, 100 in Patiala,  92 in Hoshiarpur, 88 in Sangrur, 65 in Muktsar, 59 in Moga, 60 in Rupnagar, 56 in Fatehgarh Sahib, 55 in Faridkot, 44 each in Fazilka and Ferozepur, 41 in Bathinda, 32 in Mansa, 29 in Pathankot, 32 in Kapurthala and 21 in Barnala, as per the bulletin. Out of the total cases, 32 have died, the bulletin stated. One patient is critical and on ventilator support, it stated.

Coronavirus Outbreak in India latest update

30 municipal areas contribute 80% of COVID-19 cases, officials told to focus on timely tracing

With coronavirus cases continuing to rise, top health ministry officials on Saturday held a meeting with senior officers and district magistrates from 30 municipal areas which are contributing almost 80 per cent of the country’s COVID-19 cases during which monitoring of old city areas, urban slums, migrant labourer camps and other high density pockets was emphasised. Timely tracing of patients to improve recovery percentage and influenza like illness (ILI)/severe acute respiratory infections (SARI) surveillance was also stressed during the meeting.

Health Secretary Preeti Sudan and Rajesh Bhushan, OSD, health ministry, along with other senior officers held the high-level review meeting with the Principal Health Secretaries, Municipal Commissioners, DMs and other officials from the 30 municipal areas.  These 30 municipal areas are from the states of Maharashtra, Tamil Nadu, Gujarat, Delhi, Madhya Pradesh, West Bengal, Rajasthan, Uttar Pradesh, Telangana, Andhra Pradesh, Punjab and Odisha. The measures taken by the officials and the staff of the municipal corporations for the management of COVID-19 cases were reviewed during the meeting which was also informed that fresh guidelines on management of COVID-19 in urban settlements are being shared, a health ministry statement said.

A total of 30,150 people have been cured till now across the country and in the last 24 hours, 2,233 patients have recovered — the highest number of recoveries in a day.  This takes the total recovery rate to 35.09 per cent, the health ministry said.

15 rail staffers quarantined after langur handler at Rail Bhavan tests positive

 A langur handler hired to chase away monkeys around Rail Bhavan has tested positive for coronavirus resulting in the quarantining of around 15 rail staffers, PTI quotes sources as saying. The contract worker had last come to the building on 4 May and tested positive on 14 May making him the second COVID-19 case at the rail headquarters after a Railway Protection Force (RPF) staffer was diagnosed with the virus on 13 May. ​The worker had come in contact with officials of the general branch, the staffers of which have been sent to home quarantine till 18 May. 

The five-floor Rail Bhavan premises on Raisina Road in New Delhi was already undergoing intensive sanitisation after the orderly working in the RPF offices on the fourth floor tested COVID-19 positive. The rail headquarters were sealed for two days  — May 14 and 15.

Prime minister announces to Rs 2 lakh ex-gratia to kin of Auraiya accident victims

Prime Minister Narendra Modi announced Rs. Two lakh ex-gratia to the kin of the each of those who died in the accident at Uttar Pradesh's Auraiya earlier today to be given from the Prime Minister’s National Relief Fund. He also announced Rs.50,000 to each person injured in the accident,

Twenty-four migrant labourers were killed after a truck they were travelling in collided with another truck in  Auraiya while 22 more were injured.

An ex-gratia of Rs 2 lakh each for the next of kin of those who lost their lives due to the unfortunate accident in Auraiya, UP has been approved from the PM's National Relief Fund. Rs 50,000 each for the injured has also been approved.

Budgam man dies of COVID-19, toll in UT rises to 12

 A man from Budgam district of Jammu and Kashmir has became the twelfth fatality from COVID-19 in the Union Territory, officials said on Saturday. The person, hailing from Chadoora area of the central Kashmir district, died at SKIMS hospital in Soura area of the city here on Saturday, Medical Superintendent Farooq Jan told PTI.Jan said the patient was admitted to the hospital on the intervening night of Friday and Saturday after he complained of heart problem. However, the doctors attending him diagnosed a chest infection and his sample was taken for testing. “The sample report came out positive this evening,” the SKIMS medical superintendent said.

Coronavirus Outbreak in Uttar Pradesh latest update

Noida reports fifth COVID-19 death

A 65-year-old Noida resident, who was hospitalised with pneumonia and found positive for coronavirus died on Friday, becoming the fifth COVID-19 fatality in Uttar Pradesh’s Gautam Buddh Nagar, officials said on Saturday. The man, a resident of Sector 8 in NoIda, was admitted to the Government Institute of Medical Sciences (GIMS) in Greater Noida on 12 May, they said.  He was being treated with antibiotics and supportive therapy, GIMS Director Dr. Brig (retired) Rakesh Gupta said. “He was tested positive for COVID-19 on May 15 at 8 pm. His condition suddenly deteriorated and he died on May 15 at 10.36 pm at GIMS,” Gupta said in a statement. The doctor said the cause of the death was COVID-19 along with pneumonia and severe sepsis (a life-threatening complication of an infection). 

Earlier, four men from Gautam Buddh Nagar — two of them aged 62, one 60 and another 71 — have died due to coronavirus, according to district officials.

Coronavirus Outbreak in Uttar Pradesh latest update

Noida sub-inspector ‘beats’ women in queue for ration, suspended

Two women standing in a queue to procure ration were allegedly assaulted by a sub-inspector in Noida on Saturday, prompting his immediate suspension by the authorities, officials said.   Departmental proceedings have also been initiated against the policeman, according to the district police.   The incident took place in Sector 19 where scores of women, apparently from lower-income group, had gathered to procure ration amid the ongoing lockdown. A video of the incident surfaced on social media in which the policeman was purportedly seen hitting at least two women with his baton, even as no female personnel could be seen at the spot. Responding to the video, the Gautam Buddh Nagar police tweeted, “Preliminary investigation has established the veracity of the incident. Sub-Inspector Saurabh Sharma was immediately suspended and departmental proceedings have been initiated.”

Eleven more test positive in Kerala

11 new coronavirus cases were reported in Kerala today — fou from Thrissur, three from Kozhikode, two each from Palakkad and Malappuram districts. There are 87 active cases in the state now, ANI quotes Kerala Health Minister KK Shailaja as saying.us.
 

All the 11 people had come from outside the state. While seven had come from abroad, two each had come from Tamil Nadu and Maharashtra, she said.

Three more COVID-19 deaths in Tamil Nadu, toll now 74; 477 test positive

Three people succumbed to COVID-19 in Tamil Nadu on Saturday while 477 tested positive, taking the infection tally to 10,585, the state health department said.  The fatalities include a 74-year-old man. With this, the death toll in the state has risen to 74, state health minister C Vijaya Baskar said. Chennai continues to lead with the majority of positive cases among districts at 332, he said. Briefing reporters, the minister said of the 477 newly infected, 93 were those who arrived from other countries and states.

Cases in Karnataka climb to 1,092, toll reaches 36

36 new COVID19 positive cases were reported in Karnataka today, taking the total number of positive cases in the state to 1,092 – including 496 discharged and 36 deaths, ANI quotes the state health department as saying.

Coronavirus Outbreak Updates: As many as 203 fresh cases have been reported in Uttar Pradesh in the past 24 hours taking the total tally to 4,258, reports News18.The new cases have been reported in Merrut, Rampur and Saharanpur districts. The Indian Railways has operated 1,150 Shramik Special trains since 1 May, ferrying more than 15 lakh workers, it said on Saturday.On Friday, the Railways said it had received more than 1,000 approvals from states in the last 15 days to ferry migrants home, with most workers being received by Uttar Pradesh, followed by Bihar.  The COVID-19 case count in Ahmedabad rose to 8,144 on Saturday after detection of 973 new patients in the district, including 709 “super spreaders”, PTI quotes a state Health official as saying. Prime Minister Narendra Modi announced Rs. Two lakh ex-gratia to the kin of the each of those who died in the accident at Uttar Pradesh’s Auraiya earlier today to be given from the Prime Minister’s National Relief Fund. He also announced Rs.50,000 to each person injured in the accident, From May 18, there will be no curfew in Punjab, but lockdown will continue till 31 May. Opening of maximum shops and small businesses will also be allowed from 18 May , PTI quotes Chief Minister Amarinder Singh as saying. With 108 more positive cases  reported in Jammu and Kashmir today, the total number of cases has reached 1121 cases and among them 12 have died. Three people succumbed to COVID-19 in Tamil Nadu on Saturday while 477 tested positive, taking the infection tally to 10,585, the state health department said. Seven more COVID-19 fatalities were recorded in West Bengal, raising the death toll to 160 in the state, while 115 new cases pushed the virus count to 2,576, Home Secretary Alapan Bandyopadhyay said on Saturday. Finance Minister Nirmala Sitharaman on Saturday announced giving the private sector a role in India’s space programme, including in satellites, launches and space-based services. Karnataka reported 23 new coronavirus cases on Saturday, taking the total number of infections in the state to 1,079. The active cases in the state stand at 548, while 36 deaths were reported. Of the total 1,079 confirmed cases in Karnataka, as many as 494 COVID-19 patients have been discharged till now, thereby taking the recovery rate to 45.8 percent on Saturday, according to the latest data released by the state health department. The Union Home Secretary Ajay Bhalla asked chief secretaries of all States urging them to ensure migrant labourers are not walking on roads or railway tracks and facilitate their return to home states through special buses or Shramik special trains, Live Law reported. “Government has allowed the movement of migrant workers by buses and ‘Shramik’ special trains to enable them to travel to their native places. It is now the responsibility of States and Union Territories to ensure the movement of stranded migrant workers who are willing to go to their home States is facilitated,” Ajay Bhalla wrote in the letter. In the letter, Bhalla noted that despite the Ministry’s earlier advise to State/UT authorities to appropriately counsel migrants walking on roads and provide them with food, water and shelter, thousands of them were still seen walking on roads, railway tracks and travelling in trucks in different parts of the country. Urging Prime Minister Narendra Modi to reconsider the economic stimulus package announced by the Centre, Congress leader Rahul Gandhi said that he should consider direct bank transfer, MGNREGA for 200 days and sending money to farmers directly. Uttar Pradesh chief minister Yogi Adityanath announced Rs 2 lakh compensation to the families of the migrant workers who were killed in the accident in Auraiya and Rs 50,000 to those who suffered from major injures. The SHOs of Fatehpur Sikri (Agra) and Kosi Kalan (Mathura) have been suspended with immediate effect on directions from the chief minister Those who have sustained serious injuries have been taken to PGI Saifai for treatment, while others have been admitted to a hospital in Auraiya. NITI Aayog CEO Amitabh Kant said that India’s test-positivity rate (TPR), which is the ratio of positive cases to the total tests conducted, is just at 4 percent while USA’s TPR was at 14 percent. “Since 20 March, our testing has grown by 100 times. Also, India is one of the only seven countries to have crossed two million tests. Focus on high case load cities,” he said. Slamming the Uttar Pradesh government over Auraiya accident, Samajwadi Party chief Akhilesh Yadav said that the state government must take moral responsibility for the mishap and offer an ex-gratia of Rs 10 lakh each to families of victims. Uttar Pradesh chief minister Yogi Adityanath directed that all the injured in the Auraiya accident be provided medical care immediately. He has instructed the commissioner and IG Kanpur to visit the site and give the report on the cause of the accident immediately. “Instructions have also been given to provide all possible relief to the victims, to provide proper treatment to the injured and to promptly investigate the accident,” tweeted Adityanath. At least 24 migrant workers were brought dead, 22 have been admitted and 15 who were injured have been referred to the Saifai Medical College hospital. They were going to Bihar and Jharkhand from Rajasthan, said Archana Srivastava, Chief Medical Officer (CMO) Auraiya. More than 20 migrant labourers were killed and dozens were left injured after the truck they were travelling in collided with another in Auraiya of Uttar Pradesh early on Saturday. “The incident took place at around 3.30am. Twenty-three people have died and around 15-20 have suffered injuries. Most of them are from Bihar, Jharkhand and West Bengal,” Abhishek Singh, Auraiya’s district magistrate, was quoted as saying by ANI. India registered an increase of 100 deaths and 3,967 COVID-19 cases in the last 24 hours since Thursday morning with confirmed cases reaching 81,970 and fatalities from the novel coronavirus now at 2,649, according to health ministry, even as indications emerged about greater relaxations in the fourth phase of the lockdown beginning Monday while the Centre announced fresh measures to ease economic burden of the pandemic. There are more than 51,000 active cases, while nearly 28,000 have recovered, giving a recovery rate of over 34 percent, the ministry said. However, going by the numbers declared by different states and Union territories, and a tally maintained by news agency PTI, India seems to have 85,538 cases as of 9 pm Friday, surpassing China’s official tally of 82,933 confirmed COVID-19 cases on Friday. PTI[/caption] Based on the PTI figures, India is now the 11th most affected nation in the world, but each one of the top-ten have one lakh or more cases. The US tops the charts with more than 14 lakh cases, followed by Russia, UK, Spain, Italy and Brazil with over 2 lakh cases each; and France, Germany, Turkey and Iran having over 1 lakh cases each. COVID-19 figures from states On Friday, Jammu and Kashmir, Bihar and Karnataka breached the 1,000-mark in terms of the number of people having tested positive, while testing and containment measures were ramped up in places like, Kerala, Goa and Manipur that were being seen as being mostly virus-free till a few days back. Even a quarantine centre had to be sealed in Manipur. On the other hand, large numbers of cases continued to get detected in big urban clusters. Maharashtra, the most-affected state, reported 1,576 new cases to take its tally to 29,100, while its death toll rose to 1,068. In Mumbai, one of the worst-hit cities in Maharashtra and the country, the facilities at the Wankhede Stadium are likely to be used for COVID-19 containment. Tamil Nadu crossed the 10,000 mark with 434 new cases, while Gujarat saw 340 more people testing positive to push its tally to 9,932. Of the 100 deaths reported since Thursday morning, 44 were in Maharashtra, 20 in Gujarat, 9 in Delhi, 8 in West Bengal, five each in Uttar Pradesh and Madhya Pradesh, four in Rajasthan, two each in Tamil Nadu and Karnataka and one in Andhra Pradesh. Of the 2,649 fatalities, Maharashtra tops tally with 1,019 deaths, Gujarat comes second with 586 deaths, followed by Madhya Pradesh at 237, West Bengal at 215, Rajasthan at 125, Delhi at 115, Uttar Pradesh at 88,Tamil Nadu at 66 and Andhra Pradesh at 48. The death toll reached 35 in Karnataka, 34 Telangana and 32 in Punjab. Haryana and Jammu and Kashmir have reported 11 fatalities each due to the disease while Bihar has registered seven and Kerala has reported four deaths. Jharkhand, Chandigarh and Odisha have recorded three COVID-19 fatalities each while Himachal Pradesh and Assam have reported two deaths each. Meghalaya, Uttarakhand and Puducherry have reported one fatality each, according to the ministry data. More than 70 percent of the deaths are due to comorbidities (existence of multiple disorders), according to the ministry. Meanwhile, according to the Union Health Ministry, 30 municipal areas account for 79 percent of India’s coronavirus infection caseload. At a meeting of a group of ministers chaired by Union Health Minister Harsh Vardhan, it was stressed that the focus of COVID-19 management strategy needs to be on the states with the highest number of confirmed cases and fatalities. Also, focus is needed on treatment and case fatality management, for which timely detection and contact tracing were the best way forward.

Centre focuses on agriculture in third tranche of stimulus

The Finance Ministry in the meantime unveiled the third booster dose aimed at helping the agriculture sector and those involved in allied activities tide through the pandemic. Union Finance Minister Nirmala Sitharaman announced a Rs 1.63 lakh crore outlay, of which, the government will provide Rs 1 lakh crore for the agri infrastructure fund while a Rs 10,000 crore fund will support two lakh Micro Food Enterprises (MFEs) for promoting health and wellness, herbal, organic and nutritional products. Further, a Rs 15,000 crore Animal Husbandry Infrastructure Development Fund has been announced to support private investment in dairy processing, value addition and cattle feed infrastructure. The govt also said that it will be amending the stringent Essential Commodities Act to remove cereals, edible oil, oilseeds, pulses, onions and potato from its purview. Also, a new law will be framed to give farmers the option to choose the market where they want to sell their produce by removing inter-state trade barriers and providing e-trading of agriculture produce. Modi said the third tranche will help the rural economy and boost farmers’ income. However, Congress chief spokesperson Randeep Surjewala, howver, slammed the finance minister’s plan, saying the Narendra Modi government has not put a single penny in pocket of farmers or farm labourers through the package. “One thing is absolutely clear that the so-called Rs 20-lakh crore economic package has proved to be a jumla package. It reflects the ‘voodoo’ economics being followed by the prime minister and the finance minister,” Surjewala said at a press conference through video-conferencing. Surjewala said the farmers have lost Rs 21,000 crore by distress sale of wheat far below the minimum support price (MSP) and an equal amount through other crops like chana, sarson and masoor, while anoher Rs 10,000 crore was lost through distress sale of vegetables and fruits. “Neither farmers nor farm labourers will benefit from these jumla announcements of the finance minister. Today, farmers and farm workers are frustrated and disappointed,” he said.

States favour relaxations in non-containment zones

Though a final decision is yet to be taken on the fourth phase of lockdown, state governments seem to be in favour of more relaxations in restrictions and for scaling up economic activities in non-containment coronavirus zones. According to PTI, officials said there could be greater relaxations and more flexibility for states and Union territories while measures being explored include gradual reopening of the railways and domestic airlines. During his last interaction with chief ministers, Prime Minister Narendra Modi had asked them to submit their suggestions by 15 May. According to officials, Punjab, West Bengal, Maharashtra, Assam and Telangana want the lockdown to continue, while some states have sought powers to decide the zoning of districts — green, orange and red — as per the COVID-19 situation. Bihar, Tamil Nadu, Karnataka are among some states which are not in favour of complete resumption of train and air services, at least till May-end. The railways have already started special trains to 15 destinations from Delhi and have been running several hundred ‘shramik special’ trains from different parts of the country. Air India is also engaged in evacuation of thousands of Indians stranded abroad during the lockdown under the ‘Vande Bharat Mission’. Meanwhile, the AAI issued guidelines for domestic passengers to follow while using flight services. However, there have been cases of people testing positive after reaching their native places using these trains and flights. Final guidelines will be issued by the Ministry of Home Affairs after going through the suggestions of various state governments.

SC dismisses PIL seeking relief for migrants

The Supreme Court which has postponed its summer vacation by five weeks, was in the news on Friday after a bench headed by Justice L Nageswara Rao and comprising Justices SK Kaul and BR Gavai, dismissed two PILs related to the COVID-19 situation. While one PIL sought closure of liquor shops across the country, the other sought to provide food, water and travel for migrants stranded across India due to lockdown. “How can we stop them from walking?” the bench said stating that it was impossible for the court to monitor who is walking and who is not. The bench added that it was up to the state governments to take necessary action to dissuade migrant workers from walking from state to state. “Let the state decide. Why should the court hear or decide?” the court said on Friday. The SC’s dismissal came even as more reports came to surface of migrants walking to their homes. In one such visual, a migrant mother was seen pulling a suitcase while her child slept half hung on it. As for the PIL seeking closure of liquor shops citing violation of social distancing norms, the bench dimissed it as well, observing that it has been filed only for publicity.
