Ukrainian President Volodymyr Zelenskyy arrived at 10 Downing Street on Monday for a crucial meeting with key European allies to discuss a potential Ukraine peace agreement.

Upon his arrival at the office of UK Prime Minister Keir Starmer, President Zelenskyy was greeted by the Prime Minister.

The discussions follow closely on the heels of the arrival of German Chancellor Friedrich Merz and French President Emmanuel Macron, signalling a coordinated European approach to the conflict.

The high-level talks come at a particularly sensitive time, following accusations by US President Donald Trump that President Zelenskyy had not engaged with Washington’s proposal for ending the war with Russia.

Zelenskyy, speaking shortly before arriving for critical talks in London today, revealed that major territorial disputes remain unresolved in discussions with US officials regarding the Trump administration’s proposed peace plan. He told Bloomberg News that several elements of the US plan require intensive further discussion. He singled out “sensitive issues” that include comprehensive security guarantees for Ukraine and, most critically, control over its eastern regions.

In direct response to the ongoing negotiations, Zelenskyy confirmed that talks with the US have yet to yield agreement on the future status of Ukraine’s Donbas region, which encompasses the disputed territories of Donetsk and Luhansk. “There are visions of the US, Russia and Ukraine—and we don’t have a unified view on Donbas,” he stated.

Beyond territorial concerns, the President stressed that Kyiv is urgently seeking a separate, concrete security guarantee agreement from its Western allies, particularly the United States. He articulated the fundamental question facing his nation: “There is one question I—and all Ukrainians—want to get an answer to: if Russia again starts a war, what will our partners do.”

He also emphasised the plan’s broader implications for the continent, noting that Ukraine’s membership in the European Union, which Kyiv views as a vital part of its security architecture, must be discussed with Europe, adding, “There are questions that concern Europe—and we cannot decide for Europe.” Despite the current hurdles, Zelenskyy reaffirmed his readiness to travel to the US “if the president is ready for such a meeting.”

The focus of the London meeting is expected to centre on aligning European efforts towards a durable peace resolution.
