Why Trump’s appointment of an Ambassador to India matters

As US President Donald Trump nominates his loyalist Sergio Gor as the US Ambassador to India and his Special Envoy for South and Central Asian Affairs, here’s why the nomination matters.

On Friday, US President Donald Trump announced that he will nominate his head of presidential personnel, Sergio Gor , to be the US Ambassador to India. The announcement came as relations between India and the United States have taken a hit with the Trump tariffs on Indian goods.

The Trump administration has been opposing India's purchase of Russian oil . Meanwhile, New Delhi has called out Washington, DC’s duplicity of standards by emphasising that China purchases more Russian oil than India.

In his Friday post on TruthSocial, Trump called Gor a “great friend, who has been at my side for many years”. In the past, Gor ran a pro-Trump political action committee and a publishing firm that paid Trump millions of dollars for his books.

It is pertinent to note that the position of ambassador requires confirmation from the US Senate. Trump noted that Gor would remain in his current role until that happens. The president also said he will name Gor special envoy for South and Central Asian Affairs. It is unclear when Gor will start that role, as it may be made by appointment.

“For the most populous Region in the World, it is important that I have someone I can fully trust to deliver on my Agenda,” Trump said. As Trump plans to send his trusted soldier to India, here’s why Gor’s nomination matters.

Why it matters

The timing of Trump’s nomination of an Indian envoy garnered significant attention. Amid souring ties between India and the US, Trump’s nomination came soon after Chinese Foreign Minister Wang Yi paid a visit to India , and Prime Minister Narendra Modi will meet Chinese President Xi Jinping in Beijing.

Recently, there has been an upswing in India-China bilateral relations. Hence, the move is being seen as a counter-strategy against ties between New Delhi and Beijing.

Not having a US Ambassador in New Delhi hindered crucial bilateral relations, a post that has been empty since January 2025 after Eric Garcetti left. A diplomatic void was felt, especially since the trade deal between the two nations stalled.

Hence, New Delhi would find a full-time ambassador crucial for discreetly resolving differences, delivering key messages and maintaining the consistent, close partnership that India’s growing strategic importance demands as India and the US navigate the rough waters.

The pros of it all

Many saw Gor’s nomination as a positive development because of his deep personal proximity to Trump. Gor was born in Tashkent, Uzbekistan and has often been described in the media as “maybe the most powerful man you’ve never heard of" and the “Mayor of Mar-a-Lago".

While speaking to Politico, Steve Bannon, Trump’s former chief strategist and still a key MAGA figure, called Gor’s nomination a “positive sign for India”. Bannon insisted that Gor’s closeness with Trump would serve both the nations.

“I believe Sergio is the only person outside of [chief of staff] Susie [Wiles] and a handful of others who actually has walk-in privileges to the president at any time, day or night,” Bannon said. “If I’m [Prime Minister Narendra] Modi in India — and I say this as somebody that’s so pro that relationship — I couldn’t think of a better pick," he added.

At a time when Trump is inclining towards Pakistan, Gor’s can play a crucial role in lobbying for India within Trump’s inner circle.

Concerns over the ‘dual role’

Many experts, including Bannon, acknowledged Gor’s limited experience regarding India-specific issues. They also expressed scepticism over Gor’s dual role. If Gor assumes both the roles, he will be Ambassador to India and will simultaneously function as the Special Envoy for South and Central Asian Affairs, thus overseeing US diplomacy in Pakistan, Afghanistan, Bangladesh, Nepal, and others.

Kanwal Sibal, India’s former foreign secretary, sharply criticised Gor’s nomination. “It’s the first time that a US ambassador to India is also a Special Envoy for South and Central Asian affairs. This means he will have a much wider mandate covering the jurisdiction of the Bureau of South and Central Asian Affairs in the State Department,” Sibal wrote on X, formerly known as Twitter, on Friday.

“Ipso facto, he will be supervising India’s relationship within this region. With Pakistan and our other neighbours. This means he will be consulting and coordinating with other US ambassadors in the region to develop a more integrated approach,” he added. Many pointed out the dual role “re-hyphenating” India and Pakistan in the eyes of the United States.

‘Holbrooke mandate 2.0?’

Back in 2009, Richard Holbrooke was nominated as the US Special Representative for Afghanistan and Pakistan under former US President Barack Obama’s administration. At that time, the Obama administration hinted that Holbrooke’s role might also encompass India and the Kashmir issue.

However, after an extensive diplomatic push by India and due to the sensitivity over Kashmir, the Obama team dropped India (and any reference to Kashmir) from Holbrooke’s portfolio. Eventually, Holbrooke formally became the Special Representative solely for Afghanistan and Pakistan.

Hence, Gor’s dual role can be seen as a repetition of the Obama-era policy. International affairs scholar Brahma Chellaney also expressed concern over the matter.

“Trump waited over seven months — until US-India ties had sunk to a new low — to name an ambassador to India. By doubling the nominee’s role as special envoy for South and Central Asia, Washington signals a throwback to the Cold War era that bracketed India with Pakistan. America weakens its own hand by reducing India from a global partner to a South Asian player,” Chellaney wrote on X.

Meanwhile, Michael Kugelman, a South Asia analyst, noted the upside of Gor’s nomination as well. “Gor’s appointment could be a positive step for India as the US is signalling the importance of ties with India by having the special envoy for two key regions be posted in Delhi," he wrote on X. Gor’s confirmation now lies in the hands of the US Senator.
