Ukrainian negotiators are set to present a formal peace proposal to Russian officials at talks in Istanbul on June 2, , according to a copy of the document seen by Reuters. The roadmap outlines a phased plan to end the war, starting with a 30-day full ceasefire, the return of all prisoners and repatriation of Ukrainian children taken to Russian-held territories followed by a summit between Presidents Volodymyr Zelenskyy and Vladimir Putin.

The blueprint also proposes that Ukraine, Russia, the US and European nations work together to negotiate a final settlement to the three-year conflict — Europe’s largest war since WWII.

Kyiv’s terms remain unchanged: no limits on Ukraine’s military post-war, no recognition of Russian sovereignty over occupied territories, and reparations from Moscow. Negotiations over disputed land would begin from the current front lines.

Russia’s recent public demands remain far apart from Ukraine’s conditions, casting doubt on any imminent breakthrough.

US President Donald Trump has urged Moscow and Kyiv to work together on a deal to end their war, and Russia has proposed a second round of face-to-face talks with Ukrainian officials next week in Istanbul.

Kyiv said earlier this week it is committed to the search for peace, but that it was waiting for a memorandum from the Russian side setting out their proposals which has not materialised.

Nevertheless, Zelenskiy said on Sunday that he will send a delegation of his officials to meet their Russian counterparts in Istanbul.
