Ecuadorians head to polls over military bases, constitutional overhaul

Ecuadorans vote on allowing foreign military bases and drafting a new constitution. Nearly 14 million voters will decide on measures to tackle drug violence and economic reforms. Voting was declared open by Diana Atamaint, president of the National Electoral Council.
