Who calls the shots: PM or Pulok?

We have Dr Manmohan Singh, our prime minister, the man who should be calling all the shots and taking control of the country. Increasingly though, it’s IAS officer and principal secretary to the PM, Pulok Chatterjee, who is the power-house. Whatever is issue being debated by the PMO, Chatterjee is the man on the spot.
