Terms of reference for Liaqat case tranfer to NIA not yet fixed

New Delhi: Union Home Ministry is yet to finalise the terms of reference for transfering a case to probe the circumstances leading to the arrest of suspected Hizbul Mujahideen terrorist Syed Liaqat Shah from Delhi Police to National Investigation Agency. Asked whether any notification has been issued for transfer of the case, official spokesperson of the Ministry said he had nothing to share with the media now. Ibnlive[/caption] Sources in the ministry said the bureaucrats were still debating the terms of references for transferring the case from Delhi Police to NIA. Union Home Minister Sushilkumar Shinde had said yesterday that “I have asked NIA to probe the case” after Jammu and Kashmir Chief Minister Omar Abdullah spoke to him on Saturday and demanded a “speedy and time-bound” probe by NIA into the circumstances leading to the arrest of Liaqat. While the Delhi Police claimed Liaqat was a Hizbul Mujahideen terrorist, its J and K counterpart insisted he was one of those who had exfiltrated in 1990s and had returned to India to surrender under the rehabilitation policy of the state government. The sources said a list was handed over to the Union Home Ministry which comprised names of people who had crossed over to Pakistan-occupied Kashmir (PoK) and now wanted to surrender using the Nepal route. The Special Cell of the Delhi Police has claimed that by arresting Liyaqat it had foiled a ‘fidayeen’ strike’ in the capital ahead of Holi this week. They claimed he was a Hizbul Mujahideen terrorist who planned attacks to avenge the hanging of Parliament attack convict Afzal Guru. The J and K police, however, supported the claims of Liyaqat’s family that he was a former militant who had surrendered before SSB at the Sanauli check-post on the Nepal border and was in a group returning from PoK under the rehabilitation policy. He was arrested on March 20 from Indo-Nepal border. PTI
