What is the National Education Policy?

India’s National Education Policy (NEP) has been given a complete overhaul for the first time in close to three decades with the Union Cabinet givings its approval to the new policy document on 29 July. The Ministry of Human Resource Development (MHRD), which looked after all education related legislation is also getting a new nomenclature, and will henceforth be known as the Education Ministry.

The key highlights of the revamped policy include a single regulator for higher education institutions, multiple entry and exit options in degree courses, discontinuation of MPhil programmes, “low stakes” board exams and common entrance exams for universities, among other things.

The Union Cabinet has approved the revamped NEP, which was framed in 1986 and revised last in 1992.

The prime minister will launch the Academic Bank of Credit that will provide multiple entries and exit options for students in Higher education; 1st Year Engineering Programmes in Regional Languages and Guidelines for Internationalization of Higher Education. The initiatives to be launched also include Vidya Pravesh, a three-month play-based school preparation module for Grade 1 students, Indian sign language as a subject at secondary level and NISHTHA 2.0, an integrated programme of teacher training designed by the NCERT. SAFAL (structured assessment for analyzing learning levels), a competency-based assessment framework for Grades 3, 5 and 8 in CBSE schools and a website dedicated to artificial intelligence will also be launched, the PMO said.
