PM Modi calls Parliament's approval of Waqf bill as a 'watershed moment'

Prime Minister Narendra Modi on Friday hailed the approval of the Waqf (Amendment) Bill 2025 as a “watershed moment,” saying it will promote transparency and empower marginalised communities. He emphasised that the reforms will ensure socio-economic justice and protect the rights of those historically denied a voice.

Prime Minister Narendra Modi on Friday hailed the passage of the Waqf (Amendment) Bill 2025 as a “watershed moment” that will bring socio-economic justice and transparency while empowering marginalised communities.

“The passage of the Waqf (Amendment) Bill and the Mussalman Wakf (Repeal) Bill by both Houses of Parliament marks a major step towards transparency and inclusive growth. This will particularly benefit those who have long been denied voice and opportunity,” PM Modi posted on X.

Expressing gratitude to all MPs who contributed to shaping the bills, he emphasised the importance of debate and dialogue in the legislative process.

“Thanks to all Members of Parliament who participated in discussions and shared their perspectives. Special appreciation also to those who sent valuable inputs to the Parliamentary committee. Once again, the significance of extensive debate has been reaffirmed,” he added.

The Prime Minister stated that the amendments would protect people’s rights, addressing the long-standing lack of transparency and accountability in the Waqf system, which had affected Muslim women and Pasmanda Muslims.

“For decades, the Waqf system lacked transparency and accountability, harming the interests of poor Muslims, particularly women and Pasmanda Muslims. These new laws will improve transparency and safeguard rights,” he said.

He also reaffirmed the government’s commitment to social justice and dignity for every citizen.

“We are entering an era where the framework will be more modern and sensitive to social justice. Our priority remains ensuring dignity for all citizens, building a stronger, more inclusive, and compassionate India,” Modi added.

Opposition criticism

Congress and other opposition parties criticised the bill, with Leader of Opposition in Rajya Sabha Mallikarjun Kharge accusing the government of taking a “negative stand.”

“It is their interpretation. We presented our views, but they are pushing their own agenda,” Kharge told reporters.

Congress MP Ranjeet Ranjan called the bill “unfortunate,” alleging that the amendments target a particular community.

“This bill is not in the best interests of the nation or the Constitution. It is not about helping people but about targeting a community,” Ranjan said.

The bill’s passage

The Waqf Amendment Bill 2025 was passed in Parliament early Friday morning after a heated debate.

Rajya Sabha Chairman Jagdeep Dhankhar announced the vote count: Ayes - 128, Noes - 95, Absent - 0, declaring the bill passed. The House sat beyond midnight to complete the process.

Union Minority Affairs Minister Kiren Rijiju defended the bill, stating that opposition parties were misleading people.

“This bill will benefit crores of people from the Muslim community,” Rijiju said while responding to a 12-hour debate in Rajya Sabha. He also announced that the bill would be renamed UMEED (Unified Waqf Management Empowerment Efficiency and Development) Bill.

The Lok Sabha had passed the bill past midnight on Wednesday after incorporating recommendations from the Joint Parliamentary Committee, which reviewed the legislation introduced last August.

The bill seeks to amend the 1995 Waqf Act to improve the administration and management of Waqf properties. It aims to overcome previous shortcomings, enhance Waqf board efficiency, streamline the registration process, and integrate technology for better management.
