 "PM Modi announces India's Mahasagar vision for Global South's security & growth")
Prime Minister Narendra Modi on Wednesday outlined India’s ‘Mahasagar’ vision for the Global South region.
During a two-day state visit to Mauritius, the two countries signed a number of deals and Modi outlined the Mahasagar vision a decade after he had outlined the ‘Sagar’ vision during a visit to the country in 2015.
As part of India’s vision to be a leader in the Indian Ocean Region and the developing world, which it calls the Global South, Modi pitchd Mahasagar as an upgrade of the Sagar vision and said it is intended to boost trade for development, capacity building for sustainable growth, and the feeling of mutual security for shared future.
“Ten years ago, the foundations of the Vision Sagar, meaning ‘Security and Growth for All in the Region’, were laid in Mauritius. We have moved forward with Sagar vision for the region’s stability and prosperity. Now our vision for Global South will be Mahasagar, meaning ‘Mutual and Holistic Advancement for Security and Growth Across Regions’. This comprises trade for development, capacity building for sustainable growth, and the feeling of mutual security for shared future,” said Modi in Hindi.
During the visit, Modi and Mauritian Prime Minister Navinchandra Ramgoolam elevated the bilateral relationship to the status of Enhanced Strategic Partnership.
Ramgoolam on Wednesday also bestowed the nation’s highest honour, the Grand Commander of the Order of the Star and Key of the Indian Ocean, on Modi at a ceremony in the nation’s capital Port Louis. Modi is the first Indian and only the fifth foreign national to receive the honour.
Modi dedicated the honour to the “140 crore people of India and the centuries-old friendship between our nations”.
Modi further said, “The people and the government of Mauritius have decided to confer upon me their highest civilian honour. I humbly accept this decision with great respect. This is not just an honour for me, it is an honour for the historic bond between India and Mauritius.”

Modi and Ramgoolam also inaugurated the Atal Bihari Vajpayee Institute of Public Service and Innovation in Mauritius that Modi said will “serve as a hub for learning, research and public service”.
Referring to the talks between the two leaders, the Prime Minister’s Office (PMO) said, “Their talks focused on enhancing collaboration in key sectors, including infrastructure, housing, digital technology, healthcare, AI and more.”
