Parliament Latest updates: Despite the opposition of several MPs to introduce detention policy for students up to Class 8, the Rajya Sabha passed the amendments to the Right of Children to Free and Compulsory Education (Amendment) Bill. The House was adjourned till 11 am, 4 January. Addressing the House, Union minister Prakash Javadekar said that the amendments to the RTE were not meant to increase drop out rates in schools but to give states a right to decide on the education policy they want to pursue. Home Minister Rajnath Singh replied to the Opposition’s charges against the Centre on the Kashmir issue and said that the sense of alienation had begun in Jammu and Kashmir even before Independence. TMC MP Derek O’Brien hit out at BJP’s defence over the situation in Kashmir in Rajya Sabha. Derek said, “When finance minister makes guest appearance for Home minister, people know there’s a strong message coming from the government.” He said that the finance minister doubles up as defence minister and sometimes as home minister, we know the churnings from within the government, but could the finance minister please answer if they are planning to ease GST for the benefit of the people of Kashmir to boost tourism. “You cannot abuse them for 20 years and then rule them. I had warned that the BJP will prove to be a red rag in the state if it comes to power and I was not wrong. The security situation in Kashmir is at its lowest. The recruitment to militancy has increased and the employment is at an all-time low,” Azad said in Rajya Sabha. Congress chief Rahul Gandhi tweeted saying Narendra Modi had “fled Parliament” and his “open book Rafale exam” in the Lok Sabha, alluding to the prime minister’s address at Lovely Professional University at Phagwara in Punjab. After getting upset with the members earlier in the session, Rajya Sabha chairman Venkaiah Naidu commended MPs for allowing a constructive session. He quipped that the Rajya Sabha chairman always “appreciates when there is no depreciation”. Naidu had earlier urged all sections of the Rajya Sabha to let the House function in the last three remaining days of the Winter Session. He said it is not his duty to point fingers at any party for disrupting House, but he will still request everyone to ensure at least those Bills are passed over which members have a broad consensus. However, the issue remains unresolved as two leaders took the fight outside Parliament to Twitter. While Rahul quoted Jaitley’s response in Parliament to corner Modi government in Rafale deal, Jaitley accused Rahul of attacking a journalist, ‘showing his true DNA’. After a war of words broke out over the controversial Rafale deal on Wednesday, further debate is scheduled to take place in Lok Sabha on Thursday as well. On Wednesday, the Opposition and the government were involved in a bitter war of words on the Rafale issue in the Lok Sabha, with Rahul Gandhi saying Prime Minister Narendra Modi “does not have the guts” to face questions in Parliament and Finance Minister Arun Jaitley accusing the Congress chief of peddling “lies” and “falsehood”. The Lower House witnessed frequent adjournments as barbs flew from both sides and Opposition members tried to disrupt speeches of rival leaders during a nearly three-hour debate. The discussions ended abruptly midway after Speaker Sumitra Mahajan suspended 24 AIADMK members for five days due to the “grave disorder” they caused with their protests in the Well of the House. In an embarrassment to the Modi government, its ally Shiv Sena also supported the Opposition’s demand for a joint parliamentary committee (JPC) probe into the Rafale deal. Following Gandhi’s hard-hitting attack on the government, Jaitley led the government’s charge in a counter-attack as he referred to alleged defence scams during the Congress rule and said the “conspirators” of past defence scams had the “audacity” to target the Modi dispensation. He also ruled out a JPC probe, a demand made by most Opposition leaders including Gandhi, saying there was no need for it as the Supreme Court had already satisfied its “conscience” on the issue.
