Bombay HC pulls up authorities over Mumbai rains, asks why no measures taken when tracks go under water every monsoon
Tracks submerge under water every monsoon, paralysing the local train services in Mumbai, but the Railways has not taken any concrete steps to prevent it, the Bombay High Court said today.
A division bench of Justices NH Patil and GS Kulkarni was hearing a PIL seeking a direction to the railways to make stations and platforms disabled-friendly.
“Every year during monsoons tracks get submerged in water in low-lying areas. Why can not the Railways identify such spots and elevate the tracks?” Justice Kulkarni asked. If the Railways were not able to manage this, it should consider privatisation, the court said.

“Air India Express flight IX 213 from Vijayawada to Mumbai, landed and came to a sudden halt deep into the runway at 2:51 pm, overshooting the runway. According to the Western Railways, NDRF and RPF teams that had been deployed to rescue the railway passengers stranded between Nalasopara and Virar stations, have initiated the rescue operations.
The passengers of 12928 Vadodara Express, which is stranded between Nallasopara-Virar, to Nallasopara station. Extra buses have been arranged to take them to the nearest station for further commute by suburban services. Food packets and water was also distributed among the passangers

The heavy rainfall that lashed the maximum city on Tuesday has crippled the Western Railway’s services. Premium trains, including August Kranti Rajdhani Express and Rajkot – Mumbai Duronto Express stood cancelled. Several other trains were rescheduled, while passengers of Vadodara express were stranded near Nalasopara station with up to 400mm water levels on tracks.
The power supply of a Shatabdi Express had to be cut off temporarily as a precautionary measure, while food packets and snacks were distributed among passengers of various trains.

Maharashtra chief minister Devendra Fadnavis said that an additional 150 pumps have been deployed in Mumbai to drain out rainwater from flooded areas. He said that the pumping systems were all working at full capacity.
“The state administration is monitoring the situation and keeping a close watch to ensure people do not face any hardship,” Fadnavis said.
He said if necessary, a holiday will be declared for schools as the weather department has predicted very heavy rains for the next three to four days.
“If necessary, the government will take an appropriate decision,” Fadnavis said.

NDRF, coast guard approached to rescue stranded passengers
In a tweet, the Western Railway said that it had approached the NDRF and the coast guard to help in providing relief to the passengers stranded in an outstation train between Nallasopara and Virar.
Quoting the Western Railway PRO, Hindustan Times reported that the officials are neither able to rescue the stranded passengers, nor reverse the trains as water level is above 500 millimetres.

Hundreds of flights delayed at Mumbai airport in 24 hours
Around 300 flights were delayed for departure and arrival the Chhatrapati Shivaji International Airport in Mumbai due to heavy rains in the city in the last 24 hours. According to the official website of Mumbai’s Chhatrapati Shivaji International Airport, a total of 162 flights were delayed during departure and 134 were late for arrival on Monday. On Sunday, over 400 flights were reportedly delayed due to bad weather conditions in and around the city.

Gokhale bridge collapse: Spot warning signs early to prevent mishaps, say experts
The recent road overbridge collapse at Mumbai’s Andheri railway station during a spell of heavy rain has raised concerns over the robustness of the city’s infrastructure. Following the incident, various authorities have stepped up their efforts to assess the stability of bridges in the city.
Western Railways public relations officer Ravindra Bhakar said that the Western Railway, Central Railway and BMC, along with IIT-Bombay, are currently in the process of conducting a structural audit of all 445 bridges going over rail tracks in Mumbai. He said that the audit is expected to be completed in about three to four months.
Prominent urban development experts say that the audit is likely to assess whether the construction of the structures are as per the design and whether they are strong enough to withstand the load of people, vehicles and utilities. The process is likely to consider whether the designs of the bridges were appropriate in the first place.

Suburban trains were running late by five to 15 minutes due to water-logging on rail tracks in some places. According to a Western Railway official, movement of trains on some tracks, which got submerged, had to be stopped but services continued on other tracks with restricted speed. Four AC local services cancelled
The Western Railway cancelled services of four AC local trains after running its first two services on Monday. The services will resume from Churchgate at 2.55 pm for Virar.

Western Railway restores fast train services from Virar to Churchgate
Officials are undertaking efforts to drain out the water which had accumulated on the railway tracks at Nallasopara. “After opening of up fast line at Nallasopara after bringing down the water level, mail/express trains of up direction are now being worked on it as usual,” Western Railway said in a tweet.

Traffic closed at Railway Colony in SV Road
Mumbai Police tweeted the diversionary routes for the north and south-bound traffic at Railway Colony. For north bound, the traffic is diverted towards Turner road to Linking road and for south-bound, the traffic is diverted from Khar Traffic Chowki to Linking Road.

Mumbai recorded heaviest rainfall of season in 24 hours, says IMD
The meteorological department has forecast more heavy rains in Mumbai till Tuesday. The Colaba observatory in south Mumbai recorded 170.6 mm rainfall in the last 24 hours (from 8.30 am on Sunday), an official of the India Meteorological Department (IMD) said.
“It is the heaviest rainfall of the season so far in 24 hours,” IMD Mumbai’s deputy director general KS Hosalikar said.
The observatory in suburban Santacruz recorded 122 mm showers during the same period, he said, adding, “The city and its suburban areas received a good spell of showers yesterday (Sunday). Mumbai got a widespread downpour as the rain intensity escalated to very active.”

Downpour expected to continue in Mumbai
The downpour in Mumbai — which led to waterlogging in several areas during the weekend — is likely to continue in the city and its neighbouring districts as the India Meteorological Department has predicted further heavy rainfall for the Konkan region and Goa.
In Maharashtra, heavy rainfall is “very likely” in Mumbai, Thane, and Palghar districts, while “extremely heavy rains” are expected at Raigad on Monday. Palghar and Raigad are expected to witness extremely heavy rainfall on Tuesday as well, the Met department said.
