Haryana IPS officer's death: Police remind family on post-mortem; top cop named in suicide note sent on leave

The autopsy for deceased Haryana IPS officer Y. Puran Kumar remains blocked, eight days after his alleged suicide. His family is refusing the post-mortem until two officers named in his suicide note—DGP Shatrujeet Kapur and former Rohtak SP Narendra Bijarniya—are arrested.

The Haryana government has moved to send Director General of Police (DGP) Shatrujeet Kapur on leave, assigning the additional charge to Om Parkash Singh, as demands for action against high-ranking officials named in an alleged suicide note intensify.

The move comes eight days after IPS officer Y. Puran Kumar, 52, was found dead with a gunshot wound on October 7. The deceased officer’s family has refused to allow an autopsy until Kapur and former Rohtak Superintendent of Police Narendra Bijarniya, who were named in a “final note” as allegedly harassing the officer, are arrested.

In an order dated October 14, the state’s Home department announced that Om Parkash Singh, currently Managing Director of the Haryana Police Housing Corporation, would take on the additional charge of DGP during Kapur’s leave. Rajiv Jaitly, media adviser to the Haryana Chief Minister, confirmed the development on Tuesday. “The DGP has been sent on leave. The formal order would be out soon,” he told The Hindu.

Bijarniya, the then Rohtak SP, had already been transferred by the state government.

The deadlock over the post-mortem continues, with the deceased officer’s wife, senior IAS officer Amneet P. Kumar, maintaining the refusal. State officials were reportedly seen visiting her official residence in an attempt to persuade her to agree to the procedure.

Political pressure is mounting, with leaders visiting the family. Leader of Opposition Rahul Gandhi is also expected to visit on Tuesday.

The Chandigarh Police, whose Special Investigation Team (SIT) is probing the case, sent a formal request to Amneet Kumar on Monday, urging her to come forward for identification of the body and the “conduct of the PME (post-mortem) at the earliest, which is essential for a speedy investigation.” The police have also sought relevant documents from the Haryana government.

Puran Kumar, a 2001-batch IPS officer who was serving as Inspector General of Police at the Police Training Centre (PTC), Sunaria, allegedly named DGP Kapur and ex-Rohtak SP Bijarniya in his recovered note, with his wife describing their actions as the “trigger points for the suicide.”

A 31-member “Justice for Y. Puran Kumar” committee has been formed to press the family’s demands, insisting on the immediate removal and arrest of both officers. “When the FIR has been registered, then why are the police reluctant to arrest the accused,” questioned committee member Gurmail Dhabi, arguing that the FIR is meaningless without arrests.
