As investigators continue to unravel all the dark secrets of the Delhi blast suspects, they claim that the tragedy that took place last week was “years in the making”. The authorities are trying to close in on the arc of the Jaish-e-Mohammed project that turned a campus doctor into “Madam Surgeon” of a cross-border terrorist blueprint.
Investigators believe that at the heart of the arc is 43-year-old Dr Shaheen Shahid - “Madam Surgeon” who was the underground lexicon of the JeM module of medics. According to The Times of India, the authorities learned that Dr Shaheen was preparing coordinated terrorist strikes on six cities.
During the probe, authorities described Shaheen, who was arrested in Faridabad, as the key asset in the case. In light of this, the authorities’ digital evidence, handwritten diaries, and planning notes are now central to the case. Some of her notes described a plan for a December 6 strike to avenge the 1992 Babri Masjid demolition.
The ‘D-6 Mission’
As per the report, the notes titled “D-6 Mission” outlined target lists, recruitment pitches, fund movements and secure communication protocols. During a search operation, investigators also identified roles assigned to Kashmiri doctors Muzammil Ahmad Ganaie and Umar Un Nabi, alongside Shaheen, who allegedly joined a deeper JeM-backed structure in 2021.
The authorities allegedly uncovered an Rs 20-lakh hawala channel routed through a JeM handler for operational use by Umar, Muzammil and Shaheen. The probe found that the money may have funded recruitment, safe houses, secure phones and reconnaissance, TOI reported.
As the investigation continues, agencies have begun an audit of Shaheen’s financial footprint, scrutinising every high-value transfer, cash withdrawal and unexplained deposit across her three Kanpur accounts, two Lucknow accounts and two Delhi accounts. Teams are also reconstructing Shaheen’s movements in Kanpur, especially at GSVM Medical College, where she worked until her unexplained departure.
According to the TOI, the officials are collecting entry logs, duty rosters, visitor lists and details of where she stayed between January and October 2025. Meanwhile, Dr Shaheen’s colleagues described her as a soft-spoken doctor from Lucknow who rarely took leave, brought her young child to duty because there was “no one at home”, and avoided speaking about her divorce.

For a year, the college kept on sending her letters. In 2016, two staffers sent to her registered address found it incorrect. Eventually, she was dismissed from the institution in 2021. It is pertinent to note that the interrogation revealed that the module travelled to Turkey in March 2022 for a meeting with ISI handler Abu Ukasha, allegedly securing a “green signal” for the December 6 plan.
Hence, the authorities stated that the timeline of the doctor-turning terrorist spans 2010 ideological drift, 2015-16 induction into JeM circles, and structured planning from 2021 as part of a project backed by Pakistan-based handlers, TOI reported. A former GSVM staffer told interrogators that Shaheen’s transformation began around 2010 after contact with an Indian-origin doctor abroad who shared ideological videos and literature.
Meanwhile, officials noted that her ideological shift was unmistakable by 2021. When confronted by a relative about abandoning her marriage, job and family, she allegedly said: “I have lived enough for myself. Now, it’s time to repay the debt of my community.”
