Minnesota Lt. Gov. Peggy Flanagan delivered an emotional speech about losing her brother to COVID-19 in Tennessee, while Rep. Lauren Underwood of Illinois, a nurse, accused Trump of turning the COVID crisis into a “catastrophe.”
