Tata Consultancy Services (TCS) has won the country’s largest State Wide Area Network (SWAN) project from the government of Andhra Pradesh on a five year Build, Own, Operate, and Transfer (BOOT) model. TCS is also implementing SWAN projects in Chattisgarh, Tamil Nadu, and Bihar.
The proposed SWAN project will enable the government of Andhra Pradesh to start and run various e-governance projects and citizen services. This would bring about significant efficiencies in G2G and G2C services of the state, which will help in bringing complete transformation in the e-governance structure. The project would be rolled out in 12 months and TCS will then maintain it for five years.

Andhra Pradesh has been at the forefront of implementing e-governance projects and taking advantage of technology in improving government functioning. This ambitious APSWAN project is yet another initiative of the state government to take a wide array of government services to the common man in the remotest corner of the state,” said Dr Sameer Sharma, (IAS) IT secretary and chairman, Andhra Pradesh Technology Services.
“The project envisages connecting state headquarters with 1,088 mandals and 23 district headquarters. Once the project is commissioned, the network will enable the AP Government to have video conferencing facility across government offices and enable the government offices to communicate and conference with each other over VoIP (voice over IP) phones, which will reduce the government phone bills considerably. Various e-governance applications like RTO, healthcare, education, municipality would also ride this network backbone,” said Sanjay Kumar, (IAS) managing director, Andhra Pradesh Technology Services.
“For APSWAN, we will lay a statewide network of IT infrastructure and set up common service centres for citizens to take advantage of e-government services delivered at their doorstep. TCS would set up a state-of-the-art Network Operations Centre (NOC) and helpdesk for round-the-clock monitoring of the facility and services,” said Tanmoy Chakrabarty, vice president and head, Government ISU, TCS.
