Four people were injured in the attack, said the China News Service.
The report cited a local resident as saying that the villager who carried out the attack had repeatedly sought government welfare but had not obtained it.
The government of Anqing, a county that oversees the village, said on its website that authorities were investigating.
Throughout China, people with grievances or who are involved in feuds have blown up buses, stabbed officials and attacked schools. Homemade bombs are often the weapon of choice in such cases because firearms are tightly controlled and difficult to obtain.
In November, a man set off a series of small explosions that killed one person and injured eight others outside the provincial party headquarters in the northern city of Taiyuan.
