Minneapolis has been at the centre of intense controversy over US immigration enforcement following two related incidents this month: the brief detention of a two‑year‑old girl and the fatal shooting of a local man by federal agents.

These events have sparked protests, legal fights and a broader debate over how authorities are handling immigration operations in American cities.

The toddler, Chloe Renata Tipan Villacis, was taken into custody on January 22 along with her father, Elvis Joel Tipan‑Echeverria, as they returned from a grocery store in south Minneapolis, city officials said.

Local leaders criticised the move, and a judge ordered the child released later that evening after her family filed an emergency petition. Her father remains in federal custody. Critics argue the detention lacked a judicial warrant and added pressure on an already fraught situation.

In a statement, the Department of Homeland Security (DHS) confirmed that Tipan Echeverria was taken into custody and said that he was driving with a child at the time.

The Department of Homeland Security identified him as “an illegal immigrant from Ecuador” who had previously committed felony re-entry. A spokesperson said agents tried to take him into custody after he parked his vehicle, but he allegedly ignored repeated lawful orders to open the door or roll down the window.

The department also claimed that Tipan Echeverria was driving erratically with a child in the car.

Fatal shooting of Alex Pretti

Adding to the unrest, the city was rocked on January 24 by the fatal shooting of 37‑year‑old Alex Jeffrey Pretti, a Minneapolis resident and intensive care nurse, by a US Border Patrol agent. Officials said the shooting happened during a “targeted operation” and that Pretti had a handgun and resisted attempts to disarm him. Homeland Security called the shots “defensive.”

But video footage reviewed by multiple outlets appears to show Pretti holding only a phone earlier in the encounter and engaging with federal agents as protests swirled around them. Some clips show him moving toward officers and being tackled before the shots were fired.

Pretti’s family and colleagues described him as a caring ICU nurse who had cared deeply for others and had no serious criminal history. His death has fuelled further protests against immigration enforcement tactics. Thousands marched through Minneapolis streets, and hundreds of businesses closed in solidarity with demonstrations that have spread across the US since the shooting.

Minneapolis officials and community leaders have called for calm while demanding transparency. Minnesota Governor Tim Walz called for federal agents to be pulled out, saying the city has “had it” with how the crackdown is unfolding. At the same time, critics of federal tactics warn that aggressive enforcement methods are deepening divisions and harming public trust.
