Delivering the keynote address at the ongoing Raisina Dialogue 2025 in New Delhi on Tuesday, US Director of National Intelligence Tulsi Gabbard clarified that “America First does not mean America alone,” shedding light on how President Donald Trump’s approach is often misinterpreted.

“It shouldn’t be mistaken that our Prez because is calling for America First is an isolationist. That accusation speaks to a deeper misunderstanding or wrong assumption that the only way to engage with other countries is through conflict. He wants a legacy of being a peacemaker and a unifier,” Gabbard said.

Gabbard also highlighted how national leadership prioritises its own country’s interests, referencing Prime Minister Narendra Modi’s commitment to India and New Zealand Prime Minister Christopher Luxon’s dedication to his homeland.

Gabbard also highlighted the enduring strength of the India-US partnership, emphasising shared democratic values and a commitment to global peace and stability.

US Director of National Intelligence opened her speech with a warm greeting, saying, “Aloha and Namaste.” She highlighted the deep spiritual significance of these words, stating, “They are not just greetings but a recognition of the eternal divine spirit within each of us, a reminder that we are all connected, regardless of race, religion, or politics. It is this recognition that allows for meaningful dialogue beyond divisiveness and partisanship.”

Strengthening ties under Trump and Modi

Gabbard reaffirmed that the India-US relationship has remained strong for decades and will continue to flourish under the leadership of President Trump and Prime Minister Modi. She stressed that the conference’s theme—“People, Peace, Planet”—reflects the core aspirations that unite the two nations.

“Ensuring order and stability is critical. Our ability to do so will determine our success in achieving collective goals. However, history has shown that merely calling for peace often invites more attacks, as seen in President Trump’s calls for peace in the Russia-Ukraine war,” she remarked.

A constructive engagement with Indian counterparts

Expressing gratitude for Modi’s invitation, Gabbard noted, “I leave right after our dialogue for Washington, D.C., but it has been a constructive few days engaging with our Indian counterparts, working to build on the momentum created by President Trump and PM Modi’s joint statement after their Oval Office meeting.”

Gabbard also pointed on the importance of direct engagement in shaping global policy: “These gatherings are crucial because they provide us with the opportunity to come together and address pressing issues with clarity and purpose.”
