China released a new white paper outlining plans to upgrade its nuclear forces as global military competition intensified. The document detailed improvements to early warning systems, command structures, missile technology and rapid-response capabilities. While China repeated that its strategy was defensive and its arsenal kept at a “minimum level,” a US defence assessment estimated Beijing possessed around 600 warheads, making it the world’s third-largest nuclear power. The report also confirmed China operated both silo-based and road-mobile missiles and was enhancing systems to counter missile defences. At the same time, the US, Russia, India and France continued modernising their own nuclear forces.
