The Democratic Republic of Congo and Rwanda-backed M23 rebels have signed the Doha Framework for a Comprehensive Peace Agreement, raising cautious hopes for stability in eastern DR Congo. The deal, signed in Qatar with US and Qatari mediation, outlines chapters on prisoner releases, humanitarian aid, judicial protection, and ceasefire monitoring. While the DRC government calls it a major step, M23 says the agreement lacks binding clauses and stresses negotiating root causes. Qatar and Trump's envoy to Africa describe the deal as "historic" but emphasise its long, complex process.
