The Bombay High Court’s ruling that the BCCI’s panel investigating the allegations against Gurunath Meiyappan and Raj Kundra was unconstitutional and illegal has thrown the spotlight back on the formation of the panel.

It actually began as a three-member panel that included Sanjay Jagdale, the then-board secretary. But after Jagdale’s resignation from his post, interim BCCI president Jagmohan Dalmiya announced that the board would not be replacing him on the panel.

The board, however, never fully explained who selected the two judges that did make up the panel. Amit Verma, who filed the PIL in respect of Bihar Cricket Association challenging the formation of the panel also wrote to Sanjay Jagdale and Ajay Shirke, the then-treasurer of the board, to ask if they had any idea who picked the panel.

Both men said they were unaware of who picked the panel members and said they were unaware of any IPL governing council meeting that took place to approve the panel. Since both men were members of the governing council, that they would be unaware of the meeting or the method of appointment, raises red flags.
