    Prime Minister Narendra Modi’s November 2025 visit to Bhutan reaffirmed India’s Neighbourhood First policy through concrete outcomes rather than symbolism. The visit deepened strategic trust via the inauguration of the Punatsangchhu-II hydropower project, new lines of credit, and multiple MoUs spanning energy, health, connectivity and digital finance. India reinforced its role as Bhutan’s principal development partner while supporting Bhutan’s sustainable and self-reliant growth, including the ambitious Gelephu Mindfulness City project.
