Former CIA officer Richard Barlow revealed Pakistan mounted nuclear weapons on F-16 jets in 1990. Barlow claimed billions in US aid were used by Pakistan for its nuclear program. Barlow mentioned a proposed Israel-India preemptive strike on Pakistan's Kahuta nuclear facility.
