Parliament LATEST updates: The Lok Sabha was adjourned for the day after passing the Personal Laws (Amendment) Bill, 2018, moved by Minister of State for Law PP Choudhury. The Lower House passed the amendments after MPs from other parties made their statements, amid sloganeering by others over various issues. Furthermore, a report says the government is open to the idea of extending the Winter Session of Parliament, scheduled to end on Tuesday, by two days to pass amendments. The Rajya Sabha was adjourned withing seconds of reconvening at 2.20 pm. Sloganeering disrupted proceedings of the Lok Sabha once again. Chants of “Tote se gathbandhan bandh karo” and “CBI BJP ki tota hai” (stop collusion with parrot CBI and the CBI is BJP’s parrot) took over the House, after which the Speaker adjourned the House till 2.30 pm. The Rajya Sabha has also been adjourned. Proceedings in the Rajya Sabha and Lok Sabha resumed amid major ruckus in both Houses. Bills are being introduced in both Houses amid din. Congress president Rahul Gandhi accused Defence Minister Nirmala Sitharaman of lying in Lok Sabha. “She is yet to answer my questions. When I asked her a yes-no type question, she started a drama. I am not asking her to speak for hours.” He sought 15 minutes with Narendra Modi to debate on the Rafale deal. The Lok Sabha was adjourned till 2 pm after the Zero Hour proceeded amid sloganeering by MPs. Chants of “CBI ke saath gathbandhan bandh karo” can be heard the loudest, with MPs referring to the alleged collusion between the Centre and the agency. The Samajawadi Party brought up the illegal sand mining case in Uttar Pradesh in the Lok Sabha, claiming that the Centre was misusing the CBI and attacking Akhilesh Yadav. “The CBI has become a parrot of the Centre,” a party MP said, adding that the CBI will not vote in 2019, the people of Uttar Pradesh and the country will. Congress leader Mallikarjun Kharge replied to Nirmala Sitharaman’s statement on HAL in the Lok Sabha, saying the company is so cash-strapped that it’s unable to pay its employees. He also read out a statement by the HAL chief, saying that no order has been placed and renewed the Congress’ demand for a JPC investigation into the Rafale deal. The Lok Sabha has been adjourned till 12.30 pm amid protests by MPs over various issues. This was soon after Defence Minister Nirmala Sitharaman made a statement on orders given to HAL, after which the Congress brought up the privilege motion moved against her. She said she had received confirmation from HAL that from 2014 to 2018, contracts worth Rs 26,570.80 crore had been signed and that orders worth approximately Rs 73,000 crore are in the pipeline. She emphasised that the papers placed on the table are proof of the statement she had made in Parliament on 4 January The Congress and BJP had both issued a three-line whip to their MPs to be present in the Lok Sabha on Monday. The three-line whip is a strict instruction to MPs that necessitates their presence in the House and participation in any voting. Any breach of the whip has consequences including disciplinary action. The bills that may come up in the Lok Sabha are the DNA Technology Regulation Bill 2018, the National Medical Commission Bill 2017, the Dentists (Amendment) Bill 2017, the Personal Laws (Amendment) Bill 2018, NCTE (Amendment) Bill 2018, and the Right of Children to Free and Compulsory Education (Amendment) Bill 2018. In Rajya Sabha, the Muslim Women (Protection of Rights on Marriage) Bill 2018 is expected to be introduced, along with the National Commission for Indian System of Medicine Bill 2019, the National Commission for Homeopathy Bill 2019, the Indian Medical Council (Amendment) Bill 2018, the Arbitration and Conciliation (Amendment) Bill 2018, the Consumer Protection Bill 2018 and the Appropriation (No.6) Bill 2018. Moreover, the dissent notes of the Congress, Trinamool Congress, CPM and Samajwadi Party on a Joint Parliamentary Committee report on the Citizenship (Amendment) Bill will come up in the Lok Sabha on Monday. The final JPC report, which will be submitted in the Lower House, does not have the approval of at least four Opposition parties, whose members on the panel moved these dissent notes. “As members of the joint committee on the Citizenship (Amendment) Bill, 2016, we can state that there was no consensus in the committee on the final report. We had been opposed to the bill as it brings out the ethnic divisions in the state of Assam,” one of the notes said.
