Parliament passes bill to bring cooperative banks under RBI's supervision

Parliament on Tuesday passed amendments to the Banking Regulation Act to bring cooperative banks under the supervision of the RBI, a move aimed at protecting the interest of depositors. The Banking Regulation (Amendment) Bill, 2020, which replaces an ordinance that was promulgated on June 26, was passed by a voice vote in the Rajya Sabha. The amendment had received approval from the Lok Sabha on September 16.

The bill, which comes in the backdrop of the PMC Bank scam, seeks to strengthen cooperative banks by increasing their professionalism, enabling access to capital, improving governance and ensuring sound banking through the Reserve Bank of India (RBI).

Massive backlog in recruitment, promotions of SCs, STs in NDMC: Parliamentary panel

A massive backlog exists in the direct recruitment and promotion of SCs and STs in various posts at the New Delhi Municipal Council (NDMC), a parliamentary panel has pointed out.

According to a report of the committee on the welfare of SCs and STs on the subject "Reservation for and employment of SC and ST in NDMC", representation of SC/ST employees, who attended the training, seminars, symposia, conferences in foreign countries during the last five years, is not adequate.

"The committee noted that a massive backlog or shortfall exists in the direct recruitment and promotion of SCs and STs in group A, B, C and D categories of posts," the report, which was tabled in the Lok Sabha on Tuesday, said.

The panel recommended that the NDMC in conjunction with the Delhi Subordinate Services Selection Board (DSSSB) should devise an effective plan and make sincere efforts to overcome such shortfall, and the backlog should be cleared on priority basis, it said.

The Lok Sabha is likely to be adjourned sine die on Wednesday, eight days ahead of the scheduled end of the Monsoon Session, amid concerns of spread of coronavirus among lawmakers, sources said on 22 September, reports PTI.

Rajya Sabha Deputy Chairman Harivansh Singh is observing a one-day fast against the unruly behaviour with him in the House by Opposition MPs during the discussion on agriculture reform Bills on 20 September.

Parliamentary Affair minister Pralhad Joshi said many leaders have asked him to finish the proceedings of the House quickly, owing to the pandemic. He added, "The government is not hellbent upon keeping the suspended MPs out of the House. If they express regret, the government will look into it."

Leader of Opposition Ghulam Nabi Azad said no one is happy with what transpired in the House over the past two days. "We fight for each minute in the House like it's a fight at the border. If we go beyond time restrictions, things will be de-escalated 90 percent," he said.

Deputy Chairman of Rajya Sabha Harivansh Singh met the eight MPs, who were suspended for unruly behaviour during the debate on two farm bills on Sunday and have been protesting in the Parliament Complex.

The Rajya Sabha will continue discussion on the The Indian Institutes of Information Technology Laws (Amendment) Bill, 2020, which could not be conducted on Monday even as protests were witnessed in the Opposition Benches over the suspension of eight MPs.

The House will also see the introduction of The Essential Commodities (Amendment) Bill, 2020, a proposed legislation that has been in contention along with the two farm Bills that have led to protests in the PArliament ever since their introduction in the Lok Sabha last week.

Finance Minister Nirmala Sitharaman will move motions for the consideration and passage of The Banking
Regulation (Amendment) Bill, 2020, The Companies (Amendment) Bill, 2020, The Taxation and Other Laws (Relaxation and Amendment of Certain Provisions) Bill, 2020, The Appropriation (No.3) Bill, 2020 and The Appropriation (No.4) Bill, 2020.

Other proposed legislations on the Rajya Sabha's List of Business are The National Forensic Sciences University Bill, 2020 and The Rashtriya Raksha University Bill, 2020.

Meanwhile, according to Lok Sabha's List of Business, consideration and passage of The Occupational Safety, Health And Working Conditions Code, 2020, The Industrial Relations Code, 2020, The Code On Social Security, 2020 and The Factoring Regulation (Amendment) Bill, 2020 are on the agenda.

The sit-in protest in front of the Parliament Complex's Gandhi statue by eight suspended MPs on Monday continued past midnight. Senior opposition leaders, including NC leader Faroukh Abdullah, JD(S)' HD Deve Gowda, Samajwadi Party's Jaya Bachchan, Congress’ Ahmed Patel and NCP's Praful Patel, paid a visit to the MPs.

After witnessing ruckus despite reconvening after the fifth adjournment for the day on Monday, the Rajya Sabha was adjourned till Tuesday, even as eight suspended MPs refused to leave the House. They were suspended by Chairman Venkaiah Naidu for unruly behaviour, who also dismissed the no-confidence motion against deputy chairman Harivansh Singh.

The Lok Sabha passed Homoeopathy Central Council (Amendment) Bill, 2020, and Indian Medicine Central Council (Amendment) Bill, 2020 in proceedings that continued past midnight.

These Bills were moved for passage after the House passed the Epidemic Diseases (Amendment) Bill, 2020 that seeks to bring a law that punishes those who attack health workers or doctors who are fighting the coronavirus outbreak or during any situation similar to the current COVID-19 pandemic. The Lower House also passed the FCRA Amendment Bill, 2020.
