Parliament LIVE updates: Upset over repeated disruptions in the House, Lok Sabha Speaker Sumitra Mahajan on Thursday held a meeting with leaders of various political parties and emphasised that noise would not help solve anything. She said the image of the Lok Sabha has become one of disruptions only, sources said, adding that the Rules Committee of Parliament will meet on Friday to ensure smooth functioning of the House. Finance Minister Arun Jaitley introduced the Companies (Amendment) Bill in the Lok Sabha amid din. MPs laid their papers in the House despite protests by the TDP, AIADMK, DMK and the Congress over various issues. Speaker Sumitra Mahajan adjourned the House till 2 pm. The Lok Sabha reconvened at noon, with the Speaker appealing to MPs to allow the House to function. But almost immediately, members begin to shout slogans. Rajya Sabha chairman Venkaiah Naidu said the entire country is agitated by the way the House is functioning, and there are issues to be discussed. He adjourned the House for the day amid protests by Congress leaders over Naidu’s ruling on Rahul Gandhi, saying Vijay Goel had not said anything against the Congress chief while speaking about the Rafale deal in the House on Tuesday. Lok Sabha has been adjourned till noon. The Lok Sabha session commenced with MPs immediately shouting slogans. Not a minute went by since Speaker Sumitra Mahajan took her seat before members began their protests, and BJP MPs chanting “Rahul Gandhi maafi maango” and “Rahul Gandhi chor hai”. More ruckus can be expected in the Lok Sabha on the eighth day of the near-washout Winter Session on Thursday as Law Minister Ravi Shankar Prasad has listed the revised triple talaq bill in the House for discussion and passing. This bill makes the Islamic practice of instant divorce a criminal offence, punishable by up to three years in prison for the husband. The Union Cabinet cleared the bill earlier this month. However, the triple talaq bill remains a thorny issue as the Opposition believed that the bill is misconceived and in violation of articles 14 (equality before law) and 21 (protection of life and personal liberty) of the Constitution. The government had failed to get it passed in the Rajya Sabha during the Monsoon Session. Meanwhile, the All India Trinamool Congress has, once again, moved a notice under Rule 267 in the Rajya Sabha, seeking a discussion on the rising unemployment and lack of jobs for the youth in India. The bills listed for discussion in the Rajya Sabha are The National Council for Teacher Education (Amend) Bill, Right of Children to Free and Compulsory Education (2nd Amendment) Bill, Representation of the People (Amendment) Bill and Trafficking of Persons (Prevention, Protection and Rehabilitation) Bill. Besides The Muslim Women (Protection of Rights on Marriage) Bill banning triple talaq, The Companies (Amendment) Bill will be introduced in the Lok Sabha, while the Consumer Protection Bill and The Indian Medical Council (Amendment) Bill are listed for discussion. Certainly to add to the din over the triple talaq bill in Rajya Sabha are MPs protests over a number of issues. The Congress has been demanding a Joint Parliamentary Committee investigation into the Rafale deal; AIADMK and DMK members have been protesting against the Centre’s approval to Karnataka for a project over the Cauvery river and accusing the government of neglecting Tamil Nadu; and the Telugu Desam Party has been demanding special category status for Andhra Pradesh.
