Arun Jaitley is the biggest gainer, according to this report. He will get both Defence and Finance ministry, says the television channel. Other big gainer is Smriti Irani, who will get HRD Ministry. Rajnath Singh will be Home minister, according to reports. As Narendra Modi’s cabinet of ministers readies to be sworn in this evening, reports indicated that India is likely to see a drastic change in the formation of top ministries. And Modi is not likely to be a ‘Dillwalla’ like Vajpayee when it comes to handing out ministries, says a report in The Times of India.   According to one report  in TOI, “Modi is expected to cluster ministries, putting them under one minister to improve synergies and ensure that related departments come under one roof.” The report also says that this is in keeping with Modi’s oft-quoted ‘minimum government, maximum governance’ line. An Indian Express  report notes that a statement from Gujarat Bhavan said the focus would be on “convergence in the activities of various ministries where one Cabinet minister will be heading a cluster of ministries working in complementary sectors”. Modi is looking for “smart governance where the top layers of government will be downsized and there would be expansion at the grass-root level,” says the statement. PTI[/caption] The report adds that where some ministries could look like this: “Overseas Affairs and Foreign Trade could come under External Affairs; Environment, Forest and Earth Sciences and Water Resources could be brought together; Energy will include Power, Petroleum and Unconventional Energy.” The report in TOI notes that"several BJP leaders” should prepare for “likely exclusion” from the Cabinet as mergers of ministries and departments would mean fewer ministerial berths. Given that BJP has got majority on its own, allies should not expect very  generous treatment either but prominent leaders like “Ramvilas Paswan of LJP, Anant Geete of Shiv Sena and Ashok Gajapathi Raju of TDP will get seats,” says the TOI report. The list of Cabinet members has already been sent to the President.  Where the big names are concerned, according to TOI, Arun Jaitley and BJP chief Rajnath Singh are expected to be finance and home minister respectively. Other names on the list reportedly include: Sushma Swaraj, Nirmala Sitharaman, Prakash Javadekar, Gen VK Singh, Nitin Gadkari, Venkaiah Naidu, Ananth Kumar,  Uma Bharti, Kiren Rijiju, Ram Vilas Paswan, Najma Heptullah, Sadanand Gowda and Ravi Shankar Prasad, according to an  NDTV report .  These leaders are present at Gujarat Bhawan and are likely to be a part of the Cabinet and according to the report_,_ 17 Cabinet ministers and 18 Ministers of states are expected to be sworn in. A report on CNN-IBN said Nitin Gadkari is likely to be the minister for transport (shipping, civil aviation, railways, surface and highways.   Others who’ve got calls from Modi are Kalraj Mishra and Radha Mohan Singh, according to IBN-Live.  There are also reports that Nirmala Sitharam could be Minister of State for Parliamentary Affairs or Minister of State in the Law Ministry. Sushma Swaraj could get the External Affairs Ministry, added the NDTV report. Reports also indicate that BJP MP Sumitra Mahajan was pegged to be Speaker of the Lok Sabha. Of course the final list will be known to the public once the swearing-in ceremony begins in the evening.
