On Thursday, the Bharatiya Janata Party (BJP) national general secretary Ram Madhav while ridiculing Manipur chief Minister Okram Ibobi 'Mr 10 Per-cent', alleged the Congress-led government has siphoned off 90 percent of the developmental funds of the state.
Addressing media-persons at BJP state unit office, Ram Madhav alleged that Ibobi government was unable to submit the utilisation certificate for the Laoktak Phumdi cleaning project worth 460 crore sanctioned by the Planning Commission.
Launching a scathing attack on the alleged 'ten per-cent commission' imposed on development projects by the Ibobi government in the state, Madhav said, "the Ibobi-led Congress government in Manipur is looting ten percent commission, thereby disrupting progress in all areas of development in the state for the last 15 years. But BJP is quite different. On the contrary, BJP is making all efforts to raise a ten per-cent of GDP," he said.
Slamming the Congress government for lack of development in the state, he charged that maximum of the developmental projects have remained incomplete. Road connectivity, medical facility, education system and public distribution system are in worst condition, he alleged. Had the state government bothered to implement all the schemes and projects properly in the last 15 years, the situation would have been different today and people of the state would be enjoying all the basic facilities by now, he said. "But the Ibobi government has failed to submit utilization/completion certificates for various development projects/schemes worth crores of rupees provided by the Centre till date," he said, adding that among them is Loktak phumdi cleaning project.
Describing Congress and corruption as two entities of same origin, he said that if voted to power BJP will investigate and book Ibobi and all his ministers for misruling and depriving the people of basic amenities for the last 15 years. “All corruption cases involving congress ministers, MLAs will be entrusted to CBI when the moment BJP comes to power. We will not spare anybody,” Madhav pledged.
He further charged Congress leaders with either directly or indirectly being connected with criminal activities, adding that they are involved in drug rackets. He said that in 2012 election, Congress in their manifesto had promised employment for the educated youths, but in 2017 unemployment in the state has increased triple fold, to more than 8 lakhs.
