The highest turnout was in Sisai (68.6 percent). Polling in Jamshedpur East and West will end at 5 pm. After casting his vote in the second phase of the five-stage Assembly polls, chief minister Raghubar Das expressed confidence when he said that the BJP had been successful in establishing a better government in the last five years. “I appeal to the people of the state to participate in this festival of democracy. I believe we have been successful in establishing a better govt in last five years for which we will be rewarded,” said Das. The constituency of Jamshedpur East will arguably be the most keenly-watched Assembly constituency in the Jharkhand Assembly Election 2019, as Chief Minister Raghubar Das will contest from here. For the past five terms, the constituency has stood solidly behind Das, who has held this seat since 1995. In 2014, he defeated the Congress’ Anand Bihari Dubey by a margin of 70,1577 votes. However, this time, Das faces a challenge from senior ex-BJP leader Saryu Roy, who said on 17 November that he will contest against Das as an Independent. The former Food, Public Distribution and Consumer Affairs Minister in the Jharkhand Cabinet said he will contest from the Jamshedpur (East) and Jamshedpur (West) Assembly constituencies. He had won from the Jamshedpur (West) seat in the 2014 polls. The fates of Chief Minister Raghubar Das, Speaker Dinesh Oraon and ministers Neelkanth Singh Munda and Ramchandra Sahis will be decided in the second phase of polling in Jharkhand on Saturday. The voting on Saturday will also see the BJP state unit president Laxman Gilua trying his electoral luck. They will be among the 260 candidates in the fray in 20 Assembly seats. Of them, 29 are women nominees and 73 are Independents. The polling on Saturday will be second in the five-phase Assembly election in the tribal state. Election Commission sources said the EC has deployed polling and security personnel for free, fair and peaceful votes. The people will exercise their franchise between 7 am and 5 pm in Jamshedpur (East) and Jamshedpur (West) constituencies, while in the other 18 the time to cast votes will end at 3 pm, an EC release said. Sixteen of the 20 constituencies going to the polls on Saturday are reserved for the Scheduled Tribe (ST) candidates and one for the Scheduled Caste (SC), the release said. According to police, more than 42,000 security personnel, including central forces, have been deployed in the 20 seats spread across seven districts. All preparations are in place to hold peaceful, impartial and transparent polling, Jharkhand chief electoral officer Vinay Kumar Choubey said at a press conference. He said a total 6,066 polling stations have been set up in the constituencies going for polls in the second phase. Webcasting facilities will be provided in 1,662 polling stations. A total 337 are model polling stations and 94 will be exclusively conducted by women, Choubey said. A total 48,25,038 voters, including 23,93,437 female and 90 third gender voters, will decide the fate of 260 candidates. AJSU party, an NDA ally which is contesting the Assembly elections on its own for the first time since the creation of Jharkhand, has fielded candidates in 12 seats where polling will be held in this phase. The RJD, which has got a total of seven seats according to the seat-sharing formula by the three opposition parties has no candidate in the second phase of polling. The Jharkhand Vikas Morcha (Prajatantrik) has fielded candidates in all the 20 seats, while Bahujan Samaj Party is in the fray in 14 seats. The Left party CPI is contesting in two seats, while CPI-M is contesting in one and the NCP in two constituencies. Police officer dies of heart attack while on poll duty
A police officer died of a heart attack while on election duty in East Singhbhum district on Saturday, police said.
“Assistant sub-inspector Harish Chandra Giri, 44, was on duty at booth number 234 under Panchando cluster in Barsole under Ghatsila sub-division of the district when he suffered the heart attack,” Baharagoda police station in-charge Rajdhan Singh said.

According to personal information declared by candidates and analysed by the Association for Democratic Reforms, of the total 260 candidates who are contesting in the second phase of Jharkhand Assembly, 67 or 26 percent of them criminal charges, reported The Hindu .
Further, 44 of these 67 have serious criminal cases against them, including crimes against women, murder, attempt to murder and corruption.

In a fracas that took place in Baghni village of Sisai constituency in Gumla district, one person was killed and another injured in police firing when voting was underway in the second phase of Jharkhand Assembly elections on Saturday, according to reports.
As per police officials, as many as 1,000 villagers gheraoed booth number 36 in the village and attempted certain “malpractices”, like snatching weapons from the personnel.
Jharkhand DGP Kamal Nayan Choubey said that personnel of the Rapid Action Force (RAF) had to resort open firing, after few miscreants attempted to grab hold of their weapons and capture the polling booths.

Initially, the RPF personnel fired in the air to disperse the mob, but later had to fire at them in self defence resulting in escalation of the problem. 29 percent electorate exercised their franchise till 11 am, reports AIR News
The over turnout in the second phase of polling in the 81-member Jharkhand Assembly was recorded at 29 percent till 11 am on Saturday, according to All India Radio News.
The Assembly election is being held in five phases between 30 November and 20 December with the counting of votes scheduled to take place on 23 December.
Polling underway in 20 Naxal-affected seats amid tight security
According to police sources, more than 42,000 security personnel, including central forces, have been deployed on the 20 seats spread across seven districts.
“Several of the constituencies going for this phase of polling are Naxal-affected. So, armed police have been deployed as a part of security measures,” Jharkhand Chief Electoral Officer Vinay Kumar Choubey said.
Out of a total of 6,066 polling stations, 949 have been declared ‘critical’ and 762 ‘sensitive’ in Naxal-affected areas, he said.
The CEO said that 101 polling stations have been relocated due to security reasons, and free transport facility has been arranged for voters to reach these stations. Webcasting facilities has been made available at 1,662 polling stations, he said.

The election commission released the voter turnout data for each district, according to which, Chaibasa had the best start with over 27.32 percent turnout till 10 am. One injured as cops open fire in Sisai constituency
One person was injured on Saturday when security personnel opened fire on a group of men who tried to snatch weapons from them in Gumla’s Sisai constituency, where polling is underway in the second phase of Assembly elections.
Additional Director General of Police (ADGP) Murari Lal Meena said that personnel of the Rapid Action Force (RAF) had to open fire on the men, after they attempted to grab hold of their weapons near booth number 36 in Sisai constituency.
The injured person has been admitted to hospital and his condition is stated to be out of danger, said Meena, who is also the nodal officer for the Assembly election-related security measures.
The ADGP said polling is continuing peacefully and there is no other report of any untoward incident from anywhere else.
