Gujarat Chief Minister and BJP's PM candidate Narendra Modi has questioned the 'hurry' behind passing the proposed Communal Violence bill saying the government should evolve a wider consensus with states.

Terming the bill 'ill concieved and poorly drafted', Modi said it would be a 'recipe for disaster'.

In a letter to Prime Minister Manmohan Singh, Modi described the bill as an attempt to encroach upon the authorities of the state governments and sought wider consultation among various stakeholders including the government, political parties, police and security agencies.

"As a Chief Minister of a government that is sensitive to the issue of communal violence and a state that has been riot free for over a decade now, I agree that there is a need to be vigilant on communal violence but the contents and timing of the bill are suspicious... such an attempt before the Lok Sabha elections is suspicious and is driven by votebank politics rather than genuine concern for preventing communal violence," Modi said in his letter.

Modi also took a dig at those he alleged were behind the drafting of the bill saying he had earlier raised the issue of how certain individuals having links with anti-national elements have entered bodies such as Planning Commission and NAC.

The 'Prevention of Communal and Targeted Violence (Access to Justice and Reparations) Bill, 2013' proposes to impose duties on the Centre and state governments to exercise their powers in an impartial and non-discriminatory manner to prevent and control targeted violence, including mass violence against religious or linguistic minorities, SCs and STs.
