As per the Voter turnout mobile application, the estimated overall voter turnout at 5:30 pm was recorded at 51.68 percent. Muzaffarpur district reported the highest voter turnout at 57.08 percent, followed by Paschim Champaran at 55.99 percent, and Khagaria at 54.49 percent.

Patna saw the lowest voter turnout after 10 hours of polling with only 46.57 percent.

According to the Voter turnout mobile application, the estimated overall voter turnout at 5 pm was recorded at 47.56 percent. Muzaffarpur district reported the highest voter turnout at 53 percent, followed by Paschim Champaran at 52.73 percent, and Gopalganj at 51.94 percent.

Patna saw the lowest voter turnout after 10 hours of polling with only 39.65 percent.

Hitting out at Prime Minister Narendra Modi and Chief Minister Nitish Kumar, Congress leader Rahul Gandhi on Tuesday alleged they have “looted” Bihar, and claimed that people have decided to vote them out of power.

Addressing a poll rally Katihar, the former Congress president criticised the NDA government over demonetisation, migrant crisis, GST, handling of the coronavirus pandemic and the three new farm laws.

He said neither Modi nor Kumar did anything to help migrant labourers when they were walking thousands of kilometres to return homes during the coronavirus lockdown.

As per the Voter turnout application, the estimated overall voter turnout at 4 pm was recorded at 44.49 percent. Muzaffarpur district reported the highest voter turnout at 50.96 percent, followed by Khagaria at 50.05 percent, Paschim Champaran at 47 percent.

43.48% turnout after eight hours of voting

After completion of eight hours of voting, Bihar on Tuesday registered 43.48 percent voter turnout in second phase of Assembly polls. Muzaffarpur still remained ahead of the 16 other districts recording 51.37 percent turnout so far, followed by Khagaria at 50.05 percent.

At the bottom is Patna with a voter turnout of 26.61 percent.

More than one-third candidates in phase 2 have criminal charges, says ADR report

About 34 percent of 1,463 candidates in the second phase of the Bihar Assembly election have declared criminal cases against themselves, according to a report by poll rights group Association for Democratic Reforms (ADR).

About 27 percent or 389 candidates have declared serious criminal cases against themselves, it said. Serious criminal cases are non-bailable offences with over five years of imprisonment.

As many as 502 or 34 percent of the candidates have declared criminal cases against themselves.

A total of 495 or nearly 34 percent have given their financial assets worth crores of rupees while three candidates have declared zero assets, the report said.

According to the report, 36 (64 percent) out of 56 candidates analysed from the Rashtriya Janata Dal (RJD) have declared criminal cases against themselves and 28 (50 percent) have declared serious criminal cases against themselves in their affidavits.

BSF official dies of heart attack in Lalganj during poll duty

A Sub Inspector of the Border Security Force (BSF) on duty at a polling booth in the Lalganj Assembly seat in Bihar died of heart attack on Tuesday. The security man felt acute pain in chest while he was on duty at booth number 181 following which he was taken to Hajipur sadar hospital.

On reaching the hospital, the doctors declared him brought dead.

Bihar registers 32.82% turnout so far

After almost seven hours of polling, Bihar has registered a voter turnout of 32.82 percent in the second phase of voting. 

Muzaffarpur is still ahead of the 17 districts voting today with a turnout of 41.25 percent, followed by Paschim Champaran, which recorded 39.43 percent. The district that has seen the lowest turnout so far is Darbhanga at 26.73 percent.

People of Bihar rejected ‘jungle raj’ concept, says PM in Araria

Hitting out at Lalu Prasad Yadav-led Rashtriya Janata Dal (RJD), Prime Minister Narendra Modi on Tuesday said the people of Bihar rejected ‘jungle raj’ and ‘double Yuvraj’ concept as ‘rangbazi and rangdari’ is losing in Bihar while development is winning again.

“Rangbazi and rangdari is losing in Bihar while vikas (development) is winning in the state again. People of Bihar have rejected jungle raj and ‘double Yuvraj’ concept. Those who robbed Bihar in the past, still eyeing Bihar,” said Modi addressing an election rally in Forbesganj in Araria district.

Bihar sees 19.30% voter turnout till 12 pm

The voting percentage in 94 seats spread across 17 districts in Bihar was recorded at 19.30 percent as of 12 pm. So far, Muzaffarpur is ahead with 26.52 percent turnout of the total electorate.

Two north Bihar districts, mainly Saran and Siwan, have recorded the lowest at 16.69 percent and 15.38 percent respectively.

In the second phase of Assembly election in Bihar, 11.43 percent voter turnout was recorded as of 11 am on Tuesday. The highest was registered in Gopalganj district with 24.12  percent voters casting their ballots.

Lok Janshakti Party (LJP) president Chirag Paswan on Tuesday said that Bihar chief minister Nitish Kumar will never become the CM again, after 10 November.

At least 32% candidates face criminal charges 

Over 1,200 candidates in the Bihar polls have declared criminal cases against themselves, with 115 of them accused in cases related to crimes against women and 73 candidates facing cases related to murder, according to a report by poll rights group Association for Democratic Reforms (ADR).

Out of the 3,722 Bihar assembly election candidates analysed, 1,201 (32 percent) candidates have declared criminal cases against themselves, the report said. In the 2015 Bihar assembly elections, out of 3,450 candidates analysed, 1,038 (30 percent) had declared criminal cases against themselves, it added.

Voter turnout at 0.38%; Bhagalpur registers 2.82%

As of 9 am, the voter turnout in second phase of Bihar Assembly polls is 0.38 percent. Voting began at 7 am on Tuesday and so far Bhagalpur has registered a voting percentage of 2.82 percent while Sitamarhi sees 3.53 percent.

The first phase of the state polls, when a turnout of 55.68 percent was recorded, was conducted on 28 October.

Political parties in the fray

Among the major parties, the RJD is contesting 56 of the 94 seats while its ally Congress is contesting 24. The CPI and CPM, which joined the Grand Alliance recently, are fighting four seats each. Quite a few seats are being contested by the CPI(ML), the Left outfit with the strongest presence in Bihar.

BJP candidates are in the fray in 46 of the seats, while another 43 are being contested by those with JD(U) tickets. Mukesh Sahni’s Vikassheel Insaan Party  (VIP), the latest entrant in the NDA, is contesting the remaining five.

The LJP is contesting 52 seats, including the two it had won in 2015 contesting as an NDA constituent. The party has fielded one transgender candidate too in this phase.

Nearly 1,500 candidates in fray 

Out of the total 1,463 candidates in the second phase, 1,316 are men, 146 are women and one is transgender. Of the total 2,85,50,285 voters 1,50,33,034 are male, 1,35,16,271 female and 980 transgender, according to the Election Commission.

Ninety-four seats across 17 districts up for polls 

Voting will take place in 94 Assembly segments, more than a third of the 243-member-strong Assembly spread across 17 districts. With the exception of three districts — Patna, Bhagalpur, and Nalanda — the other districts heading to polls on Tuesday are situated north of the Ganga river.
