Delhi Flood: Yamuna water level crosses danger mark amid fresh spell of rain

The water level of the Yamuna in Delhi surpassed the danger mark once again on Wednesday morning, less than 12 hours after it receded below the critical threshold. The increase in water level was attributed to continuous rainfall in the national capital and the upper regions of the river. According to the data provided by the Central Water Commission, the water level rose to 205.48 meters at 8 am and is anticipated to further climb to 205.72 meters by 6 pm. At the Hathnikund barrage, the flow rate witnessed a minor upswing on Tuesday afternoon, fluctuating between 50,000 and 60,000 cusecs. However, by 7 am on Wednesday, it had decreased to approximately 39,000 cusecs. It is important to note that one cusec is equivalent to 28.32 litres per second. Meanwhile, Delhi Forest and Environment Minister Gopal Rai said he instructed the department to establish a rapid response team. This team will be responsible for operating in all flood-affected districts to address the concerns regarding snakes emerging from homes along the banks of the Yamuna once the floodwaters recede. A helpline number has also been issued 1800118600 for public assistance. The increase in the water level could slow down the rehabilitation of affected families in the inundated low-lying areas of the capital and they may have to stay longer in relief camps. It could also impact the water supply, which became normal only on Tuesday after being affected for four to five days due to the inundation of a pump house at Wazirabad. The pump house supplies raw water to Wazirabad, Chandrawal, and Okhla water treatment plants, which together account for around 25 per cent of the city’s supply. The Okhla water treatment plant began operating on Friday, Chandrawal on Sunday and Wazirabad on Tuesday. On Tuesday evening, a Delhi Jal Board (DJB) official said, “There is a shortage of only 10-12 million gallons of water per day (MGD) due to inundation of some tube wells in the river floodplains at Palla.” The DJB extracts around 30 MGD from tube wells installed in the Palla floodplains. The river had been receding gradually after reaching an all-time high of 208.66 metres on Thursday. It saw a marginal increase in the water level on Monday before it started dropping again. Parts of the city have been grappling with waterlogging and flooding issues for over a week now. Initially, a downpour caused intense waterlogging on July 8 and 9, with the city receiving 125 per cent of its monthly rainfall quota in just two days. Subsequently, heavy rains in the upper catchment areas, including Himachal Pradesh, Uttarakhand, and Haryana, led to the Yamuna swelling to record levels. The river reached 208.66 metres on Thursday, surpassing the previous record of 207.49 metres set in September 1978 by a significant margin. It breached embankments and penetrated deeper into the city than it has in over four decades. Friday marked a turning point as the raging Yamuna and the resulting backflow of foul-smelling water from drains spilled into prominent locations such as the Supreme Court, Raj Ghat, and the bustling intersection at ITO. Prior to the misery on Friday, the river water had already reached the rear ramparts of the Red Fort and inundated one of the city’s major bus terminals at Kashmere Gate. The Ring Road, constructed partially over floodplains, remained closed for three consecutive days near Kashmere Gate last week. The consequences of the floods have been devastating, with over 27,000 people evacuated from their homes. The losses incurred in terms of property, businesses, and earnings have amounted to crores. Experts attribute the unprecedented flooding in Delhi to encroachment on floodplains, extreme rainfall occurring within shorter durations, and silt accumulation that raised the river bed. A study on “Urban Flooding and its Management” by the Irrigation and Flood Control Department identifies east Delhi under the floodplain region and highly vulnerable to floods. Despite this, encroachment and development have occurred at a rapid pace in the ecologically sensitive region over the years. Letters exchanged between the Delhi Forest Department and the primary land-owning agency in the city, Delhi Development Authority, show that 2,480 hectares of land in the Yamuna floodplains have been encroached upon or developed since 2009.
