The man identified as Kapil Shastri is mentally disturbed and had hoisted the flag on Sunday. On information by locals, he was detained and the flag was seized, police said.

A case against Shastri was registered under section 153 A (Promoting enmity between different groups on grounds of religion, race, residence and 295 (insult the religion of any class) of IPC.
