Everybody, is in such a hurry to answer so many mails, blog, SMSes, speak on their cellphones (landlines are reduced to intercoms) and also do their work efficiently (hopefully) that grammar is the last thing on their mind. Even the words are getting compressed. The teens nowadays use such abbreviations for their messages that even the CIA, Mossad and Raw (forget ISI – I Sleep Intelligently) would find it tough to decipher it. In the coming years the punctuations, commas, etc all will be extinct, just like the poor Panda. Now to help the bowlers introduce LBW for balls hitting stumps even when pitched out side the leg stump. Restrict the batsman’s’ tenure to 4 overs however good he may be (we do it for the bowlers) or Allow one bowler to bowl 8 overs. This may give the bowling team some relief. But, in return there should be a contingency fund formed, where if the fund fails to trade above par and if the investor wants to exit after the lock-in period or as per the fund rules, his full capital should be paid back and the MF should take the hit. And if it is profitable a ratio can be worked out, which the MF will take from the spoils (something similar to PMS). This will make the fund managers more liable and keep them on their toes and lessen scams. And, will also increase the participation of masses from across the country as the risk of losing their capital will be eradicated. Just a thought….maybe right/maybe wrong…is Sebi listening??? While we seem to have reached a tipping point as far as corruption is concerned, what is in the spotlight is more because there have been a few who have blown the whistle and thereafter the courts and the media took over. If we are serious about stemming the rot, then as a nation we need to re-look at our system of democracy itself, and bring in some new thinking which could include - At the Political level. - Ensuring that no one can stand for the Lok Sabha without first having been an MLA. - During the stint in parliament an MP would have to have a minimum 75% attendance on sessions and if he failed if a year, would be pulled out (if we have it for ourselves at school, college or workplace why not for our Politicians). - The system of MPs being given funds for their constituencies would stop. As an MP you work for the greater good of your state and nation, managing your home turf is an MLAs job. At the IAS and allied services level - Fixed tenures of 3 years at a post. no transfer whatsoever unless they are moving on for promotion or caught in a criminal case. - Allow for parallel induction from civvy street at the Dy Secretary / Jt Secretary levels. You may find a lot of accomplished people who have already self actualised actually coming in and making a big difference to the administration. At the IPS and Para military force level - Bring in the Model Policy of police Reforms and give states 18 months to implement or cut off access to the state for Central Services on deputation. - Allow for mid career intake from civil street from professionals keen to add on to the services. And finally designate some ministries where there is high need for specialised officers to develop a 5 year contract talent pool, who would work on retainers cum performance bonuses.
