Punjab sees 178 more COVID-19 deaths, 4,539 new cases

Punjab on Monday reported 178 coronavirus-related fatalities, taking the toll to 13,468, while 4,539 fresh cases raised the infection count to 5,43,475, according to a medical bulletin. The number of active cases dropped from 57,505 on Sunday to 54,996, the bulletin said.

The state’s single-day recoveries of 6,803 were also in excess of the daily infection count on Monday. Seventeen deaths were reported from Patiala, 16 from Sangrur, 15 from Ludhiana and 14 from Bathinda, among fatalities registered in the past 24-hours. Ludhiana registered 507 new cases, followed by 401 in Mansa, 340 in Amritsar and 334 in Jalandhar.

Jharkhand facing vaccine shortage, 3 days’ stock left for 18-44 group: CM

Hitting out at the Centre, Jharkhand Chief Minister Hemant Soren said on Monday that the state was facing a severe shortage of COVID vaccines and has barely two-three days of shots for the 18-44 age group left in its stock.

Chairing a cabinet meeting, Soren said the Centre failed to alert states and take necessary measures even as it had prior knowledge of the second wave of the pandemic.

“The Government of India knew about the (second wave of the) infection but there was much delay in directions to the states and ultimately the entire country was impacted by it,” he said, chairing a meeting of his Cabinet Minister.

“We were suggested that there should not be any lockdown in the country but given the rate of infections, the state governments started taking their own decisions. Today there are partial or complete lockdowns (in every state),” he added.

Chhattisgarh records 4,209 new COVID-19 cases, 60 deaths

Chhattisgarh’s COVID-19 count rose to 9,53,209 on Monday with the addition of 4,209 fresh cases, while the death toll increased by 60 to 12,646, an official said. The number of recoveries reached 8,79,625 after 1,230 people were discharged from various hospitals, while 7,455 others completed their home isolation during the day, he said.

The number of active cases in the state stands at 60,938, the official informed.Raipur district reported 175 new cases, taking the caseload to 1,55,094, including 3,072 deaths. Among other districts, Korea recorded 423 new cases, Raigarh 357 and Surguja 334, he said. With 74,584 samples tested on Monday, the number of tests in the state went up to 87,00,284.

Telangana records 3,043 new COVID-19 cases, 21 deaths

Telangana on Monday registered 3,043 COVID-19 cases, taking the tally to over 5.56 lakh, while the toll stood at 3,146 with 21 more deaths, a government bulletin said. Greater Hyderabad Municipal Corporation (GHMC) accounted for the most number of cases with 424, followed by Khammam (198) and Medchal Malkajgiri (185), the bulletin said.

The state has39,206 active cases and over 59,000 samples were tested. The total number of cumulative cases in the state stood at5,56,320 while with4,693being cured, the total recoveries were at5,13,968. Cumulatively, over 1.45 crore samples have been tested. The samples tested per million population was over 3.91 lakh, the bulletin said.

Tamil Nadu’s active infections go past 3 lakh

Tamil Nadu recorded 34,867 new COVID-19 cases and 404 deaths in the last 24 hours, the Health Department said on Monday. The fresh cases, including one returnee from neighbouring Puducherry, pushed the caseload to 18,77,211 and the deaths took the toll to 20,872, the department said.

According to a bulletin, 27,026 people were discharged today, taking the tally to 15,54,759 leaving 3,01,580 active infections. Chennai reported further decline in new infections with 4,985 people contracting the contagion, totalling 4,83,757 till date. The metropolis leads in the number of fatalities with 6,460 deaths.

The number of samples tested today was at 1,68,194 pushing the cumulative number of specimens examined so far to 2,64,69,766.

Uttar Pradesh reports 3,981 new COVID-19 cases, 157 deaths

Uttar Pradesh’s COVID-19 tally surged to 16,73,785 with 3,981 fresh cases while the toll climbed to 19,362 as 157 more people succumbed to the disease.

Saharanpur reported the highest number of fresh cases at 323, followed by 296 in Meerut, 215 in Lucknow and 195 in Bulandshahr, the state government said in a statement issued here.

Of the 157 fresh deaths, 12 were reported from Varanasi and eight each from Lucknow, Jhansi, Saharanpur, Agra and Rae Bareli, it said.

As many as 11,918 COVID-19 patients recovered from the disease in a day, taking the total number of patients discharged so far to 15,77,720, according to the statement.

Mumbai reports 1,057 COVID-19 cases, 48 deaths

Mumbai reported 1,057 new COVID-19 cases on Monday, down 374 from a day ago, taking the tally to 6,98,867, while 48 patients succumbed to the infection and more than 1,300 recovered, the city civic body said.

According to the Brihanmumbai Municipal Corporation’s (BMC) updated data, 48 fresh fatalities took the toll to 14,671.

Mumbai’s daily COVID-19 cases dipped by 374 and death by one as compared to Sunday, when the city had witnessed 1,431new cases and 49 deaths.

This was the fourth occasion in May when Mumbai’s daily death toll was below the 50-mark.

Haryana records 95 more deaths, 3,757 new cases

Haryana on Monday recorded 95 more COVID-19-related fatalities, taking the death toll to 7,607, while 3,757 new cases pushed the infection count to 7,41,785.

According to the health department’s daily bulletin, the new deaths include 11 from Hisar, nine from Gurgaon, six each from Jind, Bhiwani and Ambala, and five each from Yamunanagar, Sirsa and Nuh districts.

The fresh cases include 500 from Bhiwani, 212 from Gurgaon, 258 from Jhajjar, 245 from Hisar and 281 from Rewari, it said. The total number of active cases stands at 38,119 while the overall recoveries so far has reached 6,96,059, it said. The positivity rate is 8.52 percent while the recovery rate is 93.84 percent, the bulletin added.

Bharat Biotech submitted 90% of documentation to WHO for emergency use listing for Covaxin: Sources

Bharat Biotech International Limited (BBIL) has conveyed to the government that it has submitted 90 per cent of the documentation to the World Health Organisation for obtaining an emergency use listing for the Covaxin vaccine and the remaining details will be supplied next month, sources said on Monday.

In a separate development, the BBIL is in the final stages of negotiations with the Food and Drug Administration of the US for conducting small-scale phase-III clinical trials of Covaxin in the United States, sources said.

The issue of the WHO’s authorisation for emergency use listing (EUL) for Covaxin was discussed at a meeting between the top brass of the BBIL and senior officials of the Ministry of Health, Department of Biotechnology and the Ministry of External Affairs.

An EUL authorisation by the WHO reflects a product’s safety and efficacy. Covishield, manufactured by Pune-based Serum Institute of India, is in the list of COVID-19 vaccines which were given emergency use authorisation by the global body.

‘Corona Curfew’ extended till 31 May in Himachal Pradesh

The Himachal Pradesh government has extended the “Corona Curfew” in the state till May 31, an official spokesperson said. The decision to extend the curfew till 6 am on May 31 was taken in the state cabinet meeting chaired by Chief Minister Jai Ram Thakur here on Monday, the spokesperson said. The curfew had earlier been imposed till May 26.

The chief minister told the media that the number of COVID-19 cases had been decreasing gradually since imposition of the curfew in the state but the decision to extend it was taken to further bring down the active case count.

Admitting that different sections of the society, including shopkeepers and taxi operators, are facing a lot of problems due to the curfew, the chief minister said the state government would consider what could be done to provide relief to them.

Patanjali Dairies head dies of COVID-19, company says had no role in his allopathic treatment

 Sunil Bansal, who headed the dairy business of Yoga guru Ramdev’s Patanjali Ayurved, died of COVID-19, the company said on Monday, adding it had no “role in his allopathic treatment.” Bansal, 57, who was Vice President in the Dairy Division of Patanjali Ayurved Ltd, died on May 19.

A specialist in dairy science, Bansal joined Patanjali’s dairy business in January 2018 when the company announced its plans to sell packaged cow milk and other milk-based products including curd, buttermilk and cheese.

“He died of COVID-19 on May 19 in Rajasthan Hospital, Jaipur where his wife is a very senior health official of Government of Rajasthan,” the Haridwar-based firm said in a statement.

His death comes at a time when Ramdev is courting controversy over his comments about allopathic medicines and COVID-19. The statement too reflected that.

“Patanjali didn’t have any role in his allopathic treatment which was largely coordinated by his wife,” it said. “However we were concerned and used to ask for his well-being from his wife.”

Ensure transgender persons face no discrimination at COVID vaccine centres: Centre to states

The Centre has asked states to ensure that there is no discrimination against transgender persons at COVID-19 vaccination centres.

The Social Justice and Empowerment Ministry has also urged the states to conduct awareness drives especially to reach out to the transgender community in different vernaculars to ensure that they are informed and aware of the vaccination process.

“A letter has also been written by the Ministry to the principal secretaries of all states to ensure that there is no discrimination against transgender persons in existing COVID-19 vaccination centres,” the ministry said in a statement.

A request has also been made to the states to organize separate mobile vaccination centres or booths for vaccination of transgender persons such as those taken up in the states of Haryana and Assam, the ministry said.

Kerala CM urges Centre to float global tender to reduce price of vaccine

Anticipating a hike in COVID vaccine prices, Kerala on Monday urged the Centre to take steps to reduce it by floating a global tender after taking into account the cumulative need of the states going in for global procurement of shots.

In a letter to Prime Minister Narendra Modi, Chief Minister Pinarayi Vijayan said if the states go for separate global tenders and compete in the market, the natural consequence will be the pushing up of vaccine prices.

He urged the Centre to take the lead in assessing the vaccine demand of each state and float a global tender taking into account the cumulative need.

“This will help in reducing the prices,” Vijayan said in the letter.

In the letter, he also urged the Centre to provide vaccines freely to all states as it should be treated as a public good from which none should be excluded.

Delhi records 1,550 COVID-19 cases, 207 deaths

Delhi recorded 1,550 fresh cases of COVID-19 and 207 fatalities on Monday, even as Chief Minister Arvind Kejriwal said his government has begun preparing for what is being termed the “third wave”.

This is the lowest number of daily cases recorded since March 27 (1,558 cases) and the count has gone below the 2,000-mark for the second consecutive day. The positivity rate in the national capital stands at 2.52 percent.

According to the latest health bulletin, the 207 new fatalities pushed the toll to 23,409. On Sunday, 1,649 cases and 189 deaths were recorded, while the positivity rate had dipped to 2.42 per cent.

WHO seeks more info from Bharat Biotech for emergency listing of Covaxin

As per reports, the World Health Organization (WHO) has sought more information from Bharat Biotech on its emergency use listing (EUL) application for Covaxin, according to the documents on the global health agency’s website.

The documents showed Bharat Biotech submitted Expression of Interest with the WHO for EUL on April 19.

Bharat Biotech will hold a pre-submission meeting with WHO in May or June. After the meeting, there are further three stages where the application will be reviewed before the approval.

Second wave of COVID-19 may delay recovery in air passenger traffic: Report

The second wave of the coronavirus pandemic is likely to delay recovery in air passenger traffic with an 80-85 percent growth year-on-year this fiscal against the earlier estimate of 130-135 percent, ratings agency ICRA said on Monday.

The domestic passenger traffic, which witnessed a steady ramp-up after resumption of airport operations since May 25 last year and reached 64 percent of the previous year levels in February, has again suffered a setback, the ratings agency said in a report.

The spike in coronavirus infections towards March-end and April has resulted in several state governments implementing fresh restrictions, resulting in a marginal 0.7 per cent de-growth sequentially in traffic in March. This is as compared to February when passenger traffic grew 1.4 percent month-on-month, it said.

Sikkim reports 101 fresh COVID-19 cases, 8 more fatalities

Sikkim reported 101 fresh COVID-19 cases, raising the tally to 13,233, while the death toll climbed to 232 after eight more patients succumbed to the infection, a health department bulletin said on Monday.

The state now has 3,184 active cases, and 9,605 patients have recovered from the disease, it said. A total of 212 patients have moved out of the state.

The new cases include 69 from West Sikkim, 26 from East Sikkim, four from South Sikkim, and two from North Sikkim. Sikkim has thus far tested 1,10,589 samples for COVID-19, including 406 in the past 24 hours, the bulletin said.

Paediatric trials of Covaxin may begin in June: Bharat Biotech official

Bharath Biotech may start clinical trials of its COVID-19 vaccine Covaxin on children from June, a senior official of the vaccine-maker has said.

Raches Ella, Head-Business Development and International Advocacy of Bharath Biotech, recently in a virtual conversation with members of FICCI Ladies Organisation (FLO), Hyderabad, on “All About Vaccines”, said no vaccine offers 100 percent protection.

The efficacy of the jab can be improved upto 100 protection by the COVID-19 appropriate behaviour and following other safety protocols, he said.

Bharath Biotech has received permission to carry out paediatric trials of the vaccine and it may commence trials from June 1, he said.

It would be a trial on children aged 2-18 years for which Bharath Biotech may get the licence in the third quarter of this year, a press release from FLO quoted Ella as saying on Sunday.

17,821 COVID-19 cases, 196 deaths reported in Kerala

Kerala recorded 17,821 fresh COVID-19 cases on Monday, taking the total caseload to 23,35,762, while 196 deaths pushed the toll to 7,554. Recoveries outnumbered new cases with 36,039 people under treatment testing negative for the virus, taking the total number to 20,98,674. Active cases stood at 2,59,179.

Thiruvnanthapuram recorded the highest number of 2,750 cases, followed by Malappuram with 2,533 and Palakkad 1,898, a health department release said. Of the new cases reported on Sunday, 78 were health workers,97 from outside the state and 16,556 were infected through contacts, it added.

Now, Pfizer too refuses direct supply of Covid vaccine to Punjab

After Moderna, Pfizer too has refused to supply coronavirus vaccines directly to the Punjab government, saying it only deals with the Centre. On Sunday, state officials had said US-based vaccine manufacturer Moderna had refused to send vaccines directly to Punjab, citing the company policy that it deals with the Government of India, not with any private party and state.

Punjab’s nodal officer for vaccination and senior IAS officer Vikas Garg on Monday said Pfizer in its communication to the state said, “Pfizer is working with federal governments across the world to supply its COVID-19 vaccine for use in national immunisation programmes.

Our supply agreements at this time are with national governments and supra-national organisations with allocation of doses and implementation within the country being a decision that governments take based on relevant health authority guidance. This approach Pfizer has followed across the world, the company said.

He said now the state government is hoping for a positive reply from Johnson & Johnson and manufacturers of Sputnik V.

Goa sees 1,401 COVID-19 cases, 38 deaths, 2,362 recoveries

The COVID-19 tally in Goa reached 1,47,861 on Monday with the addition of 1,401 cases, while the day also saw 38 people succumbing to the infection and 2,362 recovering, said an official.

The state’s death toll stands at 2,421 and the number of people discharged so far is 1,29,162, leaving it with an active caseload of 16,278, the official said.

With 3,963 samples being examined in the last 24 hours, the number of tests in Goa went up to 7,91,940, he said.

Goa’s COVID-19 figures are as follows: Positive cases 1,47,861, new cases 1401, death toll 2421, discharged 129162, active cases 16278, samples tested till date 7,91,940.

Demand, supply gap of medicine for Black Fungus ’too wide to bridge’; need drastic steps, says Delhi HC

 The Delhi High Court Monday said the gap between demand and supply of medicine Amphotericin B, used for treating black fungus which is primarily affecting COVID-19 recovered people, is too wide to bridge and drastic steps are required to be taken.   A bench of Justices Vipin Sanghi and Jasmeet Singh, which heard for six hours the matter relating to various issues arising out of the COVID-19 pandemic, said the gap between the demand and supply is more than one-third and it cannot work at this pace.

The Centre indicated to the court about the expected supply of the medicine stock in May and June, early delivery of its import and ramping up of production.

The court directed the Centre to file a further status report with all the relevant details and listed it for hearing on 27 May.

Squandered great opportunity to vaccinate people in time due to Centre’s missteps, alleges Manish Sisodia

Deputy Chief Minister Manish Sisodia on Monday accused the central government of “mismanaging” the coronavirus vaccination programme, saying it has asked states to float global tenders for jabs without giving approval to vaccines of foreign companies. The Deputy Chief Minister in a letter to Union Health Minister Harsh Vardhan also charged that vaccination for the youth in the country has been “messed” up due to policy “missteps”.

“In spite of early advantages given by our scientific community and Indian manufacturers, we have squandered away the great opportunity of timely vaccination of our people.” “The missed opportunity by the Government of India has resulted in extraordinary loss of lives during the current wave of Covid pandemic,” he wrote to Vardhan.

J&K to roll out special vaccination drive for high risk categories in 18-45 age group from tomorrow

 

A special vaccination drive to cover high-risk and vulnerable groups in the 18-45 age category would begin in Jammu and Kashmir on Tuesday, initially from eight districts having a higher case count and COVID-19 positivity ratio, an official spokesman said.  The drive would be extended to the rest of the 12 districts once the supply of vaccines increases, the spokesman said as chief secretary B V R Subrahmanyam finalized the rollout of the special vaccination drive at a high-level meeting.

The spokesman said the rollout would begin in Anantnag, Baramulla, Budgam and Srinagar districts of Kashmir, and Jammu, Kathua, Rajouri and Udhampur districts of Jammu. The spokesman said the target groups have been identified considering their risk assessment and vulnerability to the disease.

“Pfizer will supply COVID-19 vaccine only to Central government and supra-national organisations for deployment in national immunization programs. Allocation of doses and implementation plan within a country is a decision for local governments based on relevant health authority guidance,” news agency ANI quotes the vaccine manufacturer as saying. “Pfizer’s discussions with the Government of India are ongoing & we are hopeful to bring the Pfizer-BioNTech COVID-19 vaccine for use in the country,” it further said.

Around 500 cases of black fungus in Delhi, injections in short supply,says Kejriwal

Chief Minister Arvind Kejriwal on Monday said there are around 500 cases of black fungus or mucormycosis in Delhi and the city has been grappling with a shortage of Amphotericin-B injection used in its treatment.  “We have set up dedicated centres for the treatment of black fungus at Lok Nayak Hospital, GTB Hospital and Rajiv Gandhi Super Specialty Hospital but we do not have drugs…. We did not get the injections on Sunday,” he told reporters.

Four to five injections per patient per day are used in the treatment of the fungal infection. There are around 500 cases of black fungus in Delhi at present, he said, adding Delhi has been receiving around 400 to 500 injections per day. The central government has been distributing the injection among states. There is a severe shortage of this drug in the market and its production should be ramped up, the chief minister said.

HC asks oxygen refillers to keep providing data of supplies to Delhi government

 The Delhi High Court Monday directed the refillers, providing oxygen cylinders to hospitals treating COVID-19, to regularly update the data, including the quantity of gas supplied to them by suppliers, on the Delhi government’s portal without fail.   This has to continue. It is not that when we issue notice then only the data has to be filled up by the refillers. We don’t want to make it unpleasant. You are part of the infrastructure system which is serving the society, a bench of Justices Vipin Sanghi and Jasmeet Singh said and discharged the notice issued to the refillers.

Vaccination key to control pandemic but Centre doesn’t seem to care, alleges Rahul Gandhi

Congress leader Rahul Gandhi on Monday said that even though vaccination is the key to controlling the pandemic the government does not seem to care as he claimed reduction in daily inoculation in the country.He shared a graph showing the decline in the number of vaccine doses administered during April and May (till 20th) and pointed out that the average number of vaccination per day has fallen below the daily production.

“Vaccination is the key to controlling the pandemic but GOI doesn’t seem to care,” he said on Twitter while sharing a graph. The graph showed that the total vaccinations in April were 8.98 crore, which have fallen to 3.69 crore in May (till 20th). It also claimed that while average vaccination per day in April was 29.95 lakh against the total daily production of 26.66 lakh doses, it has fallen to 18.44 lakh per day vaccination against a production of 25.80 lakh doses in May this year.

Delhi records 1,550 new COVID-19 cases, 207 deaths

 Delhi recorded 1,550 fresh coronavirus cases, the lowest single-day tally since 26  March, and 207 fatalities on Monday, while the positivity rate stood at 2.52 percent, according to data shared by the health department .  The infection count was below the 2,000-mark for the second consecutive day and the lowest since 27 March when 1,558 cases were reported. According to the latest health bulletin, the new fatalities pushed the death toll from COVID-19 here to 23,409.

On Sunday, 1,649 cases and 189 deaths were recorded, while the positivity rate had dipped to 2.42 percent. On Wednesday, Delhi had recorded 3,846 cases and 235 deaths, and 3,231 cases and 233 deaths on Thursday, while the tally on Friday was 3,009 with 252 deaths. On Saturday, it fell further to 2,260 cases.

COVID-19 curfew restrictions extended till 1 June in Uttarakhand

The Uttarakhand government on Monday extended the COVID-19 related curfew period across the state till 1 June.  The period of the ongoing curfew in the state was scheduled to come to an end at 6 am on Tuesday morning. Giving the information , Cabinet Minister and the state government’s spokesman Subodh Uniyal said shops dealing in essential commodities like milk, meat, fish, fruits and vegetables will open daily for three hours from 8 am to 11 am during the period.

The timings for the opening of shops have been changed in accordance with the demands of businessmen and traders after discussions with Chief Minister Tirath Singh Rawat, he said. The earlier timings for the opening of shops selling essentials was 7 am to 10 am. However, PDS outlets and grocery shops will be opened for four hours only on 28 May from 8 am to 12 pm.

No indication that children will be more affected in third wave, says Guleria

Citing a death audit in the last 1-1.5 months, Randeep Guleria said that data on deaths among age group and co-morbidities in first and second waves was almost similar. He was responding to a question on data for COVID-19 deaths among children.

Answeing another question, Guleria said there is no indication that children will be more affected in third wave. Data from first and second wave is very similar and shows that children are protected and even if they get infected, it is very mild. The virus has not changed and therefore there is no indication that children will be affected more. It is not likely that children will have severe infection in the future.

The proponents of the theory that children will be more affected say that since children have been less affected that and hence infectionamong them is likely to be more, proportionally in the next wave but there is no evidence to say that there will be severe infection in children or they will be more affected, he says. I am of the opinion that we should work towards the fact that there is no other wave, he says.

Better to refer to fungal infections by name rather color, says Guleria

Headache, swelling below eye,  blocked nose (bleeding), pain and reduction of feeling in one side of face are early symptoms and are are prevalent especially among patients who are diabetic and have taken steroids , Guleria says. Referring to fungal infections better rather than referring to them by color, he says.

 Infection in children has been midler but there has been a lot of collateral damage in this age group, he says and adds that society should come together to address these challenges.

Mucormycosis not communicable, says AIIMS director

Mucormycosis is a fungal infection found in soil and is not a communicable disease, says Guleria. 90-95% patients of mucormycosis have diabtetes or have been given steroids. It has also been seen in patients undergoing treatment at home and have not needed oxygen supply. Oxygen supply is not a factor linked to mucormycosis he said and stressed on sanitation measures.

Mucormycosis has been found in patients who are still COVID-19 positive and this is challenging, he says.

14.56 crore doses provided by Centre for 45+ age group and 1.65 vaccine doses administered to HCWs , says health ministry. AIIMS director Dr Randeep Guleria drew attention to misleading terms about fungal infections. Black fungus is a different family but has been associated with mucormycosis, he said and listed the names of known fungal infections. Candida, Aspergillus and Mucormycosis are seen in those with low immunity, he says. Most of the cases in COVID are of mucormycosis, occasionally there are of aspergillosis and in some people there is candida infection, said Guleria

Continuous decline noted in active cases in last 22 days, says health ministry

For the past 11 days, recoveries are more than the daily cases reported. There has been continuos decrease in active cases in the past 22 days, says Joint Secretary in the Health Ministry Lav Agarwal. in the last two week, active cases have been declined by over 10 lakh, he said.

Number of tests has been increased by 2.6 times in past 15 weeks and the positivity rate has shown a decline in the last two weeks and stands at an average of 12.09% today, says Agarwal.

RDIF and Panacea Biotec launch production of Sputnik V in India, say reports

Russia’s sovereign wealth fund RDIF says Panacea Biotec has begun production of Sputnik vaccine in India, reports The Hindu . According to India Today , Panacea Biotec will produce 100 million doses of SputnikV per year.  The first batch of Sputnik V produced at Panacea Biotec’s facilities will be shipped to the Gamaleya Research Institute of Epidemiology and Microbiology in Russia for quality control and full scale production is slated to start in the summer, reports the The Hindu. Initial doses produced by Panacea Biotec will be for global markets, it said.

Nothing wrong in Delhi govt order putting all doctors in one category for treating COVID patients,says HC

The Delhi High Court Monday said there was nothing wrong in the decision of the Delhi Government directing all doctors and medical staff to function in a single category, irrespective of the differences in their seniority and specialisation, in treatment of COVID patients, saying there should not be any “ego issue”.  Justice Rekha Palli said that “prima facie” there was nothing wrong with the 16 May notification which appeared to be dealing only with COVID management duties of doctors and they should not come to court with such pleas.

“What is the problem with this? What is your ego issue in this? I don’t see anything wrong in this. I am sorry a doctor is coming to court like this. “Prima facie I see nothing wrong with the order. It is only with regard to COVID management,” Justice Palli said at the start of the hearing of the petition which challenged the notification contending that it was arbitrary and issued without the approval of the Lt Governor as required under the amended GNCTD Act which came into force from 27 April.

Madras HC suggests capping COVID-19 treatment cost at pvt hospitals in Tamil Nadu

The Madras High Court suggests that the Tamil Nadu govt should consider capping charges levied by private hospitals, reports _ Bar&Bench. "S_ome kind of cap (should be) put based on the extent of services rendered so that ordinary citizens unable to obtain a bed at a medical govt facility is not financially ruined only to try and save his life by obtaining admission at a private hospital," Bar&Bench quotes the court as saying. The court recorded the state government’s submission that 1.58 crore families are covered by the CM’s Comprehensive Health Insurance Scheme and says that it pertains to to govt servants and retired health workers scheme, according to _ LiveLaw. T_he court says that that petition refers to persons not covered by group health insurance scheme and who cannot get bed despite in government hospitals despite best efforts and adds that the state government needs to look into media reports about exorbitant rates being charged at private hospitals.

Coronavirus LATEST News Updates: Telangana on Monday registered 3,043 COVID-19 cases, taking the tally to over 5.56 lakh, while the toll stood at 3,146 with 21 more deaths, a government bulletin said. Uttar Pradesh’s COVID-19 tally surged to 16,73,785 with 3,981 fresh cases while the death toll climbed to 19,362 as 157 more people succumbed to the disease. Kerala reported 17,821 new cases, taking the total number of infections to 23,35,762. Thiruvananthapuram recorded the highest number of 2,750 cases, followed by Malappuram with 2,533 and Palakkad 1,898 Anticipating a hike in COVID vaccine prices, Kerala on Monday urged the Centre to take steps to reduce it by floating a global tender after taking into account the cumulative need of the states going in for global procurement of shots. Delhi recorded 1,550 fresh cases of COVID-19 and 207 fatalities on Monday, even as Chief Minister Arvind Kejriwal said his government has begun preparing for what is being termed the “third wave”. Bharath Biotech may start clinical trials of its COVID-19 vaccine Covaxin on children from June, a senior official of the vaccine-maker has said. A special vaccination drive to cover high-risk and vulnerable groups in the 18-45 age category would begin in Jammu and Kashmir on Tuesday, initially from eight districts having a higher case count and COVID-19 positivity ratio, an official spokesman said.  The drive would be extended to the rest of the 12 districts once the supply of vaccines increases, the spokesman said as chief secretary B V R Subrahmanyam finalized the rollout of the special vaccination drive at a high-level meeting. “Pfizer will supply COVID-19 vaccine only to Central government and supra-national organisations for deployment in national immunization programs. Allocation of doses and implementation plan within a country is a decision for local governments based on relevant health authority guidance,” news agency ANI quotes the vaccine manufacturer as saying. Chief Minister Arvind Kejriwal on Monday said there are around 500 cases of black fungus or mucormycosis in Delhi and the city has been grappling with a shortage of Amphotericin-B injection used in its treatment.  “We have set up dedicated centres for the treatment of black fungus at Lok Nayak Hospital, GTB Hospital and Rajiv Gandhi Super Specialty Hospital but we do not have drugs…. We did not get the injections on Sunday,” he told reporters. Bihar chief minister Nitish Kumar on Monday announced the extension of lockdown in the state till 1 June, saying the shutdown was having a good effect. The Haryana government and the  Board of School Education Haryana have decided to fo for objective format of Class 12 exam, which will be held at the respective schools where students are enrolled, said reports. “Considering the second option suggested in the meeting, Haryana School Education Board and Haryana government has decided to conduct objective type examination of 1:30 hours. It has been further decided that the students’ own school will be made examination center. All students will be given the datesheet 15 days in advance,”  The Indian Express  quotes an official statement as saying. According to a  Hindustan Times  report, the examinations will only be held for core subjects. The Supreme Court on Monday sought response from the Centre on a plea seeking compensation of Rs 4 lakh to the families of those who have died from coronavirus. A vacation bench of Justices Ashok Bhushan and MR Shah also asked the Centre to place before it the ICMR guidelines on issuance of death certificates for COVID-19 victims, saying there should be uniform policy for issuing such documents. Noting that Karnataka has recorded about 700 cases of black fungus infections in the last week, the deputy chief minister directed experts to find its source, with doubts being expressed about oxygen supply, quality of piping and cylinders used for it. India reported 2,22,315 new COVID-19 cases, 3,02,544 discharges and 4,454 deaths in the last 24 hours, as per data updated by the Health Ministry. Delhi, Haryana, Rajasthan and Puducherry extended their lockdowns on Sunday as India continues to battle the second wave of the coronavirus pandemic. In the National Capital, Chief Minister Arvind Kejriwal, extending the lockdown for a further week, said the unlock process would proceed in a phased manner from 31 May if the number of COVID-19 cases continue to decline. The Rajasthan government, which extended the coronavirus lockdown by 15 days till 8 June, also said the state may allow some relaxations in commercial activities from 1 June in districts where the COVID-19 situation will show significant improvement. The Haryana government, extending the lockdown till 31 May, said the positivity and fatality rates need to be brought down further, though it did allow some relaxations. In the Union Territory of Puducherry, where cases continue to soar, the government announced the extension of the lockdown till 31 May. This, as India registered 2,40,842 new cases and 3,741 fatalities over the past 24 hours, marking the seventh straight day when coronavirus cases remained below the 3 lakh-level, the Union health ministry data showed. With the fresh cases, India’s tally of COVID-19 cases climbed to 2,65,30,132. The toll due to the disease rose to 2,99,266 with 3,741 fresh fatalities, the ministry data updated at 8 am showed. The active cases further reduced to 28,05,399 comprising 10.57 percent of the total infections, while the national COVID-19 recovery rate improved to 88.30 percent. The number of people who have recuperated from the disease in the country surged to 2,34,25,467 while the case fatality rate stood at 1.13 percent, the data stated Meanwhile, a high-level meet on CBSE Class 12 exams chaired by defence minister Rajnath Singh ended inconclusively with the Centre asking states to send by 25 May suggestions on protocols and education minister Ramesh Pokhriyal vowing to inform students and parents of the final decision ‘at the earliest.’

Terming the meeting as “extremely fruitful”, Pokhriyal said that the Centre had received valuable inputs from other stakeholders like state chief secretaries and education ministers. The virtual meeting was also attended by by Union ministers Smriti Irani and Prakash Javadekar as well as state-level authorities. In a series of tweets after the meeting ended on Sunday evening, Pokhriyal sought to allay the fears and anger of Class 12 students who have been asking the government to cancel the exams in view of the COVID-19 situation. ‘Only deal with Central Govt’ Also on Sunday, US-based COVID-19 vaccine manufacturer Moderna  refused to send vaccines directly to the Punjab government stating that it only deals with the Centre, a senior state official said. Punjab’s nodal officer for vaccination Vikas Garg said according to Chief Minister Amarinder Singh’s directions, all vaccine manufacturers were approached for direct purchase of COVID vaccines including Sputnik V, Pfizer, Moderna, and Johnson & Johnson. A reply was received only from Moderna wherein the company refused to deal with the state government, he said. According to Moderna’s policy, it deals with the government of India and not with any state government or private parties, the Punjab government said in a statement. Earlier, Singh had directed officials to explore possibilities of floating a global tender for the procurement of vaccines from all possible sources to ensure that people of the state are vaccinated against COVID-19 at the earliest. Notably, Punjab was forced to stop vaccination for phase 1 and phase 2 categories because of the non-availability of vaccine doses. All efforts would be made for the procurement of vaccines to meet the acute shortage in the state, which had received fewer than 44 lakh vaccine doses so far from the government of India, the statement said. From the government of India’s allocation for phase 3 (18-44 age group), the state government has been able to buy only 4.2 lakh vaccine doses, including 66,000 received on Saturday, Garg said. A total of 3.65 lakh have already been used and only 64,000 are left, he said. UK releases study on AstraZeneca vaccine Meanwhile, officials in the United Kingdom said a double dose of COVID-19 vaccines is almost as effective against the fast-spreading variant of the coronavirus first identified in India as it is against Britain’s dominant strain. Britain’s health minister said the data was groundbreaking and he was increasingly hopeful that the government would be able to lift more COVID restrictions next month. A study by Public Health England found the Pfizer-BioNTech vaccine was 88% effective against symptomatic disease from the B.1.617.2 variant two weeks after the second dose. That compared with 93 percent effectiveness against the B.1.1.7 “Kent” strain which is Britain’s dominant COVID variant. Two doses of the AstraZeneca vaccine were 60 percent effective against symptomatic disease from the B.117 variant compared with 66 percent effectiveness against the Kent variant, PHE said. “I’m increasingly confident that we’re on track for the roadmap, because this data shows that the vaccine, after two doses, works just as effectively (against the Indian variant),” Health Secretary Matt Hancock told broadcasters. Under the government’s plans, a lifting of remaining coronavirus restrictions is due to take place from 21 June. Britain has rushed out Europe’s fastest vaccination programme so far but it has faced a new challenge from the spread of the variant first found in India. Harsh Vardhan writes to Ramdev Union health minister Harsh Vardhan called yoga guru Ramdev’s statement on allopathic medicines “extremely unfortunate” and asked him to withdraw it.

In a letter to Ramdev, Vardhan asked him to withdraw his statement on allopathy. “The statement disrespects the corona warriors and hurt the sentiments of the country. Your statement on allopathy can break the morale of healthcare workers and weaken our fight against COVID-19,” he said. Vardhan said that allopathic medicines have saved lives of crores and comments that it is responsible for death of lakhs is “extremely unfortunate” Citing a video circulating on social media, the Indian Medical Association on Saturday had said Ramdev has claimed that allopathy is a “stupid science” and medicines such as remdesivir, faviflu, and other drugs approved by the Drugs Controller General of India have failed to treat COVID-19 patients. The doctors’ body also quoted Ramdev as saying that “lakhs of patients have died after taking allopathic medicines”.
