Luxembourg: Diplomats say the European Union will ban the sale of luxury goods and dual-use products to Syria as UN truce monitors start deploying in the conflict-torn nation. Two diplomats said the EU’s 27 foreign ministers will formally approve the new set of sanctions — the 14th in the past year — when they meet Monday morning in Luxembourg. They spoke on condition of anonymity to discuss a decision not yet formally taken. One of the diplomats said that dual-use goods can include anything ranging from vehicles to fertilizers and other chemicals.
