The fate of 2025 Champions Trophy remains unclear even as Jay Shah has taken over as chairman of the International Cricket Council (ICC). Jay Shah officially took over as the new ICC chairman on 1 December, and the first of his challenges will be to solve the impasse surrounding the Champions Trophy which Pakistan are scheduled to host next year.
No specific agenda for ICC meeting: Report
According to a report in Cricbuzz, a virtual ICC board meeting could be convened on 5 December, Thursday, but there is “no specific agenda” for the meeting. This will be the first ICC meeting since Jay Shah took over as the body’s chairman and the report says that it could be just an introductory session. It also remains to be seen if the fate of the Champions Trophy would be discussed or not.

“The ICC is pleased to mark the start of the tenure of its new Chair, Jay Shah, as a new chapter of global cricket begins today,” the ICC had said in a statement on 1 December. Offices in Dubai, however, have been reportedly closed since 1 December, with Shah set to take charge in next two days.
It is also relevant to note that the ICC had held a virtual board meeting last Friday (29 November) to discuss the situation regarding the Champions Trophy, but the meeting lasted less than 15 minutes.
India have refused to send their team to Pakistan for the Champions Trophy citing security concerns. The Pakistan Cricket Board (PCB) was initially reluctant to accept the hybrid model proposal for the 2025 Champions Trophy, but the board has reportedly agreed to accepting the hybrid model, but only if the ICC implements the same in future global tournaments held in India.
Pakistan has proposed what has been termed as the Partnership Formula or the Fusion Formula, wherein the BCCI has been asked to implement the same hybrid model in ICC tournaments in India in the next three years.

View AllThis would mean that Pakistan play their matches at neutral venue. India are set to host the 2025 Women’s ODI World Cup as well as the 2026 Men’s T20 World Cup (Along with Sri Lanka). India will also host the 2025 Asia Cup.
There's no clarity on if the BCCI will accept the proposal, and even if they do, it will be after the board has consulted with the Indian government.
The Indian cricket team has not travelled to Pakistan since 2008 when the Asia Cup was held in the country. Political relations between the two countries have been tense ever since. Pakistan, however, have toured India thrice since then, with the latest instance being the 2023 ODI World Cup.
