Who is Khalistani terrorist Arshdeep Dalla? Does he have links with Pakistan?

Amid rising tensions between India and Canada over the death of Hardeep Singh Nijjar, a new Khalistani terrorist has come into the spotlight – Arshdeep Dalla aka Arshdeep Singh. The Canadian-based terrorist of the Khalistan Tiger Force (KTF) is also under the scanner for alleged links with Pakistan. But what do we know about Dalla and his links with Pakistan? Let’s take a closer look: As pe_r New9Live_, Dalla was born in Ludhiana in 1996. As per Hindustan Times, Dalla, 27, hails from the Dalla village in Punjab’s Moga district.

Dalla is one of the Punjab Police’s most-wanted persons.

He carries a reward of Rs 10 lakh on his head, as per News9Live. Dalla’s involvement first emerged in various targeted killings that took place in Punjab around 2020, as per The Times of India. He also supplied hardware including RDX, IEDs, AK-47 and other arms and ammunition to terror modules in the state after importing them from Pakistan. As per NDTV, Dalla an accused in over two dozen cases. He has been charged with a variety of offenses – from murder to criminal conspiracy, arms trafficking and drugs. As per DNA, Dalla and Nijjar established a KTF module to murder the owner of the Sunshine Clothes Store in Moga. Dalla and Nijjar in 2022 again worked together to form a four-member KTF module charged with conducting grenade attacks. He is thought to have planned an attack on a Hindu priest. He also formed another KTF module with gangsters Bikram Brar and Goldy Brar to deliver pistols and magazines. As per Hindustan Times, Dalla is said to have a hand in the November 2020 murder of Dera Sacha Sauda disciple Manohar Lal. Dalla claimed responsibility for the murder on the Facebook account of a deceased criminal known as Sukhpreet Singh. In 2022, he established a KTF module targeting Mohali-based immigration consultant Pritpal Singh Bobby.

Dalla is said to be a member of the KTF as well as the International Sikh Youth Federation (ISYF).

His passport, issued by the Regional Passport Office in Jalandhar on 1 September, 2017, is valid until 31 August 2027. Dalla fled India in July 2020, as per DNA. Dalla has since been living in British Columbia’s Surrey – like Nijjar had – with his wife and a minor daughter. A red corner notice against Dalla was issued in May 2022. His dossier suggests that he has even more kills than Nijjar. The Union home ministry declared Dalla an “individual terrorist” in 2023 at the recommendation of the National Investigation Agency, as per The Times of India. Dalla’s close aide Sukhdool Singh aka Sukha Duneke – another Khalistani separatist – was killed in Winnipeg on Thursday, as per Times Now. According to The Times of India, gangster Lawrence Bishnoi has taken responsibility for the hit. What about his links with Pakistan? As per NDTV, Delhi police uncovered links between Dalla and the terror outfit Lashkar-e-Taiba. The police said Dalla wanted to target Hindu leaders in Punjab. Dalla’s plan to target Hindu leaders including from the RSS came to the spotlight after a Delhi Police raid earlier this year in Jahangirpuri. Police found that one of the arrested accused – Jagjeet Singh Jagga – was in contact with Dalla. Jagga said Dala instructed him to ready himself to conduct terror operations in Punjab.

Jagga also said that Dalla was in touch with a Lashkar handler named Suhail.

“During his period of absconding accused Jagjit Singh @ Jagga came in contact with designated Khalistani Terrorist Arshdeep @ Arsh Dala who had instructed him to murder some leaders of RSS and the prominent persons who are against the Khalistani Movement in Punjab. A nexus had developed between Pakistan-based Suhail, Naushad, Jagjit Singh @ Jagga and Arshdeep @ Arsh Dala to commit terror activities on the instruction of LeT and on the other hand on the instructions of designated terrorist Arsh Dala in Punjab and other parts of the country,” the Delhi Police chargesheet stated. “They have been tasked to kill Sadhus/ Religious leaders and also commit targeted killings in Punjab for which they have received money, weapons from Suhail and Arshdeep @ Dala,” it added. As per News9Live, the two arrested accused also beheaded a Hindu boy in the Shahabad Dairy area on Dalla’s instructions. “On the request of Suhail and Arshdeep, the killers made a video of the murder of a Hindu boy in Taliban style,” the chargesheet reads. In August, Punjab police claimed to have busted a Pakistan ISI-backed terror module and arrested four persons having links with Dalla. “Ahead of #IndependenceDay, Punjab Police foils major terror threat and busts Pak-ISI backed terror module, with help of Delhi Police. 4 module members associated with Canada-based Arsh Dalla & Australia-based Gurjant Singh arrested,” the Punjab Police tweeted. Police said the arrested accused were asked to strike before independence day to disturb peace and harmony in the country.
