You cannot justify corruption by having a noble scheme

The sheer volume of 10 to 20 percent leakage that was unearthed by the CAG is huge because the amount that was to be given to the beneficiaries was to the tune of 20,000 crores. This scale of leakage cannot be justified by any means.
