The death of Ram Singh, the main accused in Delhi gangrape case has raised serious questions about the preparedness of Tihar jail authorities to handle inmates with suicidal tendencies. Ram Singh and his co- accused were on 'suicide watch' in Tihar due to which jail authorities kept a watch on their movements. But despite the presumed monitoring, Singh allegedly killed himself in his cell where he was lodged with three other inmates, who are not fellow accused in the controversial Delhi gangrape case. According to experts, Singh's alleged suicide has made a mockery of the very concept of suicide watch in prisons in India. RK Saxena, retired Inspector General (prisons) Rajasthan, said that there is no standard operating procedure or rules in the country's jail manuals for inmates on 'suicide watch'. But once an inmate shows suicidal tendencies, prisons across the country deal with them cautiously. Wardens keep a regular vigil on them. Also, it is ensured that there exists no object such as string, knife or blade around the inmate though which he can harm himself, said Saxena. You cannot make geometrical theorems about the attitude of the inmate. Nothing else but regular watch by a dependable warden is required in such cases, he added. Guru was hanged two weeks ago at Tihar jail. We have not received any letter from Guru's family in this regard, Director General of Tihar Prisons Vimla Mehra told reporters. The government has already said it will allow Guru's close relatives to visit his grave, an offer rejected by the family which has been insisting on return of his body to them. Asked whether jail authorities will allow family members to visit Guru's grave if they make a request, Mehra refrained from giving a direct reply, saying the government is considering it.
