Election shows Kremlin's grip on Russian regions

MOSCOW (Reuters) - The ruling United Russia party and state-backed candidates won decisive victories in Russian regional elections at the weekend in what Kremlin critics said was the result of vote-rigging and a stifling political climate. Of 85 regional governors, the 29 who were up for re-election on Sunday were either members of the ruling party or backed by the Kremlin. KIEV (Reuters) - Fighting broke out again in Ukraine's rebel-held city of Donetsk on Monday as President Petro Poroshenko prepared to unveil a risky plan to give the separatist-minded east "special status" in a bid to end a conflict that has killed over 3,000 people. The renewed fighting in the east's main industrial hub, following a weekend in which at least six people were killed and a team of international monitors was shelled, put fresh strain on a 10-day-old ceasefire between government forces and Russian-backed separatists. Ukrainian neutrality "a basic issue" for Russia - Lavrov

MOSCOW Sep 13 (Reuters) - Ukraine's non-aligned status is "a basic issue" for Moscow and efforts in Kiev to scrap it are an American-inspired bid to drive a wedge between Russia and Europe, Russian foreign minister Sergei Lavrov said on Saturday. Lavrov, commenting on a draft law to change Kiev's military status, said neutrality "answers the interests of the Ukrainian people, the legitimate interests of all neighbours and partners of Ukraine, and also the interests of European security." The draft law, submitted to parliament last month by the government of Prime Minister Arseny Yatseniuk, was also "a direct affront to the president of the country," he said, implying President Petro Poroshenko did not support it. Yatseniuk said at the time the bill aimed to "scrap the non-aligned status of the Ukrainian state and establish a course towards membership of NATO."
